What you will do at Precinct One
The successful candidate will work directly with community members to address various issues. Reports outcomes and trends across the precinct and recommend areas for service improvement. You will serve as the point of contact for the community by tracking and responding to casework correspondence, meeting with constituents via phone or face-to-face, and tracking constituent calls, letters, and online correspondence. Provide follow-up and respond to constituents. Identify constituent trends and patterns and report those patterns to make recommendations for improvement where needed. Act as a liaison for federal, state, and local agencies community. Screens and refers cases to other government agencies as required.
About the Constituent Services Division
Constituent Services Division Mission - The Constituent Services Division provides a single point of contact for residents to present inquiries, concerns, requests, compliments, and other feedback. Division members will act as an introduction to the Precinct’s mission by demonstrating their commitment to being a model of responsive public service. The division will document the type of request made by constituents; make appropriate referrals to respective departments in the Precinct and elsewhere; track the process and share the status of the case with constituents; and report the outcome so that the division can run reports to help identify issue trends and patterns to inform a variety of stakeholders. In addition to serving the needs of communities through referrals and case management, the staff will also build and maintain a directory of resources. This division also serves to gauge constituent satisfaction with Precinct One’s service levels and programs; allowing the division to provide timely information to other departments to help further the overall mission of the Precinct.
EDUCATION:
- Bachelor's degree in Social Work, Counseling, Sociology, Psychology, or a related field of study
- Experience may substitute for education
- Five (5) years of experience in addressing constituent concerns, case management or community engagement, or outreach
- Proficiency in all Microsoft software applications including Outlook, Word, Excel, PowerPoint, and SharePoint
KNOWLEDGE, SKILLS, and ABILITIES:
- Knowledge of ways to engage communities and perform outreach efforts
- Skilled at initiating conversations with various stakeholders to find out important matters to them and their communities
- Ability to evaluate trends and make suggestions for improvement of community-related programs
- Ability to perform case management to include tracking and reporting on all cases in all stages of completion
About who the Precinct Serves
Harris County, with a population of 4,731,145, is the largest county in Texas and the third-largest in the United States. Harris County itself is divided into four precincts, each led by an elected county commissioner. The four commissioners, together with an elected county judge, serve as the Harris County Commissioners Court. While Commissioners Court is the County’s ultimate management authority, the commissioners are responsible for the work of their precincts, while a Chief Administrative Officer oversees all other County departments and operations.
With 1,183,323 residents, Harris County Precinct One is a diverse urban precinct that covers some 365 square miles; if it were an independent municipality, Precinct One would be among the fifteen largest cities in the United States. The Precinct's multi-racial, the multi-ethnic population is 35.6 percent African American, 37.2 percent Latino, 19.7 percent Anglo, and 7.1 percent Asian, with the remainder scattered across various groups.
Precinct One includes 365 square miles of Harris County. Within that area, the Precinct has responsibility for some 1,000 miles of roads and twenty-one parks, as well as several community centers. The Precinct stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. It includes a large section of Downtown Houston, the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park, and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex, the renowned Texas Medical Center, Rice University, Texas Southern University, the University of Houston's main and downtown campuses, and the University of St. Thomas.
