Construction Inspection Supervisor
This position is open until filled and may close at any time.
The Engineering Division of the City of Concord's Community Development Department is seeking an experienced public works inspector to serve as a lead inspector to fill the vacancy for a Construction Inspection Supervisor.
What you will be doing:
Under general supervision, the Construction Inspection Supervisor will lead and perform inspection activities to ensure that public and private improvements are constructed in conformance with contract plans and specifications, safety regulations, and applicable standards, laws, codes and policies.
We are looking for someone who:
- Has prior experience providing lead direction to inspectors, technicians, contractors, and administrative staff.
- Possess excellent verbal and written communications skills.
- Has knowledge of safety practices associated with construction, renovation, and repair of improvements within the public right-of-way and private site developments.
- Can evaluate complex problems and recommend sound solutions.
- Exemplifies and embodies the City's Mission, Vision and Values.

Construction Inspection Supervisor
Purpose
Leads and performs inspection activities to ensure that Capital projects are constructed in conformance with contract documents and that encroachment permit work is performed in accordance with applicable standards, codes, and policies, all within a timely manner. Performs related and other work as required all within the context of the City's Mission of providing responsive, cost effective, and innovative local government services through a collaborative effort with the community to make the City a city of the highest quality.
Equipment, Methods & Guidelines
Uses state, county and City of Concord standard plans, specifications, codes, rules, and regulations, including both construction and construction safety codes; uses automobile, computer, pocket scales, engineering tape, personal communication devices, standard and specialized applications software, and survey transit and level.
Working Conditions
The work is performed predominately outside and includes exposure to extremes in weather conditions, noise, noxious odors and fumes, airborne particulate, hazardous traffic, and construction site conditions. The work may also involve difficult interpersonal contacts and occasional irregular hours.
Physical Demands
Must be able to drive to various work sites and be able to climb and walk on narrow pathways to inspect and observe physical conditions of construction sites. Requires strength and physical agility necessary for stooping, crawling, climbing, and moderate to heavy lifting.
Supervisory Guidance Received/Given
Reports to the Senior Civil Engineer. Supervision received is characterized as general supervisory support and control intended to define objectives, problems, and desired outcomes. Typically works independently; planning and scheduling own work and work of subordinate construction inspectors to meet job requirements. Work assignments are generally reviewed by supervisor; certain assignments may be double checked. Provides lead direction to full and part time inspectors, technicians, contract personnel, and assigned administrative staff, including interviewing, making hiring recommendations, training, and providing performance evaluation input.

Due to the nature of the complexity of assignments and responsibility for leading the work of employees skilled in the construction trades, the position is considered professional.
Examples of duties include, but are not limited to
- Leads and performs inspection work ranging from routine to highly complex new construction, replacement, and maintenance of public works projects. Examples of inspections include, but are not limited to:
Verifying that street surfaces are laid at proper temperatures and that appropriate are used to produce a finished surface that meets specified line, grade, and compaction requirements.
Verifying that concrete is placed in sturdy forms and meet slump and other specified standards, and that curb, gutter, and foundation forms meet specified line and grade requirements.
Verifying that forms or prefabricated structures conform to specified sizes and dimensions, and that reinforcement steel is of specified size and quality and placed in accordance with plans and specifications.
Investigating various encroachments, including improper use or storage of materials on streets and public way. - Evaluates construction and/or safety problems and recommends solutions; ensures that construction projects maintain high level of safety for the public, including the appropriate use of barricades, signs, flaggers, striping, lighting, trench shoring, and properly maintained equipment as required by law and City standards.
- Researches, compiles, and relays information regarding inspection activities to other City staff; provides guidance to inspection staff in the application and interpretation of City policies and procedures.
- Coordinates and schedules daily inspection assignments of inspectors and technicians; provides input on the evaluation of members of assigned staff.
- Responds to a variety of technical and routine inquiries and requests from the general public including developers, contractors, and utility companies regarding construction plans, specifications, and inspection requirements.
- Reviews requests to cut and open street surfaces to install public utilities and issues permit authorizations.
- Collects, identifies, catalogs, and stores samples of construction materials for testing purposes.
- Maintains accurate written reports on inspection and related work and prepares oral and written reports on assigned job activities.
- Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the Vision and Values Statement adopted by the City.

Qualifications
Knowledge and Abilities
Considerable knowledge of approved procedures, techniques, equipment, tools, materials, and safety practices associated with the construction and renovation, and repair of public works facilities and infrastructure. Considerable knowledge of the laws, ordinances, codes, administrative rules and guidelines, and regulations related to public works construction, renovation, and repair work. Thorough working knowledge of related construction survey practices and related mathematics.
Ability to effectively lead and coordinate the work of construction inspectors and technicians; to review and inspect various public rights of way to ensure compliance with approved specifications, plans, laws, and regulations; to read and interpret construction plans, test reports, specifications, and applicable laws and regulations; to keep accurate records and prepare reports; and to establish and maintain cooperative and effective relationships with those contacted in the course of work.
Education/Experience
Education: High school diploma or equivalent and college or apprentice level coursework in construction mathematics, drafting, surveying, and materials of construction. Possession of an Associate Degree in engineering, construction management, or a closely related field is highly desirable.
Experience: Five years of increasingly responsible assignments involving the inspection of public works construction and related activities.
