SUMMARY:
The Construction Supervisor plans, directs, and executes the construction of several, concurrent water resource projects to ensure that the objectives of each project are accomplished within schedule and budget by performing the following duties personally or through the work of team members. Typical projects include construction of water and wastewater pumping stations and treatment/discharge/reuse facilities for flows less than 1 MGD.
DUTIES AND RESPONSIBILITIES:
- Plans and directs construction of water and wastewater infrastructure projects including project development, scheduling, cost estimating, permitting, procurement, labor utilization, client management, vendor and subcontractor management, accounts payable and accounts receivable, and general financial reporting.
- Possesses thorough knowledge of federal, state and local regulatory, quality, safety and health guidelines applicable to the industry and a demonstrated history of compliance.
- Maintains a clean orderly and safe work area and directs all staff and subcontractors accordingly.
- Requires thorough knowledge and understanding of construction management standards of practices including time management, cost management, quality management, and risk management.
- Possesses strong knowledge of contracts, drawings, estimates, and specifications to ensure relation and compliance to project requirements.
- Reviews project goals and requirements to determine schedule, budget, activity breakdown, staffing requirements, and allotment of available resources to various phases of the project.
- Establishes work plan and staffing chart for each project activity and arranges for recruitment or assignment of project personnel.
- Directs and coordinates activities of project personnel to ensure project progresses on schedule, within prescribed budget and in conformance with scope and quality requirements.
- Possesses ability to self-perform most construction activities including operation of heavy equipment (skid steers, backhoe, track hoe, dump, trailers, etc.)
- Confers with project team to outline work plan and to assign duties, responsibilities, and scope of authority.
- Develops status reports and reviews status reports prepared by team and develops action plans, as required, in order to maintain progress on project.
- Prepares project reports for management, client, or others. Confers with project personnel to provide technical advice and to resolve problems.
- Conducts documented safety toolbox talks, jobsite specific safety briefings and job hazard assessments.
- Conducts documented daily job site inspections recording hazards and corrective actions taken
- Reports all job site accident and incident to Corporate EH&S and HR and conducts investigations, prepares reports as required by NSU policies and procedures.
- Coordinates project activities with activities of government regulatory or other governmental agencies.
- May supervise additional project staff such as: Field Engineers, Coordinators, Inspectors, or administrative staff.
- Must be able to competently operate heavy equipment and perform site work, building, mechanical and plumbing activities alongside of construction crews as needed.
- Performs other related duties as assigned by management.
- Must be able to travel, frequently having to stay at out of state projects for periods of time.
SUPERVISORY RESPONSIBILITIES:
- Indirectly supervises up to 10 employees within the Site Services department.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
- Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Also performs work as a working foreman/operator as needed.
QUALIFICATIONS:
- 5 years of related experience and/or training, or equivalent combination of education and experience.
- Certificates, licenses and registrations required:
- Commercial Driver’s License Preferred but not required
- Contractor’s license and/or PE license Preferred but not required
Computer skills required:
- Microsoft Office Platform, Means, Primavera, Microsoft Projects or similar
- Bilingual (Spanish) a plus

- Occasionally work around fumes, airborne particles, or toxic chemicals
- Frequently exposed to outside weather conditions
- Occasionally exposed to very loud noise (example: jack hammer work)
- Frequently work 10+hrs/day
EQUIPMENT:
- Computer and/or tablet and other office productivity machinery, such as a copy machine, scanner, and computer printer
- Company vehicle
- Construction equipment various types, including but not limited to forklift, scissor lifts, excavators, skid steers, backhoes, compaction equipment dozers and loaders.
- Personal Protective Equipment (Boots, hard hat, safety googles, safety vests, and apparel)
