Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Management Division, Acquisition Operations Branch (AOB), in Sterling, VA.

This position is being advertised as both location negotiable after selection and with a duty station(s) of Sterling, VA with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval.

The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:

1. Prepare pre-award, post-award and close-out documents involving contracts of critical importance to BSEE and BOEM. This includes assisting in the planning, managing, directing and overseeing of all contractual aspects of the acquisition.
2. Review and analyze procurement requirement packages, including statements of work, received from the program offices.
3. Conducting market research; issue solicitations and promote the competition process.
4. Oversee the technical evaluation of offers; conduct responsibility determinations for the selected vendor.
5. Creating award documents utilizing correct contract clauses and provisions.
6. Perform all necessary actions to award contracts including a variety of modification types, issuance of show cause letters, novation agreements, and other administrative duties.
7. Maintain constant liaison with contractors in order to monitor progress, evaluate problem areas and solve complex acquisition-related problems.
8. Providing expert advice and guidance on acquisition Statutes, regulations, policies, market trends, industry market research, socioeconomic programs, and selection of the procurement instrument to program office personnel, other BOEM and BSEE personnel, Government officials, and the public.

Salary Information
Sterling, VA
GS-12: (step 1) $89,834 - (step 10) $116,788 per annum.
GS-13 (step 1) $106,823 (step 10) $138,868 per annum.

Remote Location: The salary for the selectee will be adjusted to include any locality-based pay entitlements as it pertains to the remote work location.

The GS-12 salary range starts at $79,363 per year.
The GS-13 salary range starts at $94,373 per year.

First time hires to the Federal government normally start at the lower salary range of the grade level.

Minimum Qualifications Requirements:
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.

(1) Basic Educational Requirements:

GS-12

You must meet one of the following requirements to qualify for this position at the GS-12 level:

A. 4-year course of study leading to a bachelor's degree with a major in any field.

OR

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

GS-13

You must meet the following requirements to qualify for this position at the GS-13 level:

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions (listed below), including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

B. A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

Mandatory Training for GS-13: The Department of the Interior mandatory training requirements for the GS-13 grade level are based on the Federal Acquisition Certification in Contracting (FAC-C) Program training curriculum. You are required to have completed all training courses as listed below or have been issued a Level II or III FAC-C or a current Level II or III Defense Acquisition Workforce Improvement Act (DAWIA) in Contracting.

(2) Specialized Experience

GS-12: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
  • Applying procurement and contracting laws, regulations and policies to perform pre-award, post-award, negotiation, administration, termination, and close-out functions for contracts.
  • Preparing industry cost and price analysis; planning, managing, and directing contractual aspects of the procurement.
  • Identifying the sources of supply and services for an agency/organization; and analyzing and compiling report data.
  • Providing advice on procurement Statutes, regulations, policies, market trends, market research of the industry, socioeconomic programs, and selection of the procurement.
Must meet all.

GS-13: To qualify at the GS-13 grade level, you must have at least one FULL year specialized experience equivalent to at least the GS-12 grade level. Specialized experience is experience that equipped the applicant with particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
1. Preparing industry cost and price analysis; planning, managing, and directing contractual aspects of the procurement.
2. Identifying the sources of supply and services for an agency/organization; and analyzing and compiling report data.
3. Providing advice on procurement Statutes, regulations, policies, market trends, market research of the industry, socioeconomic programs, and selection of the procurement.
4. Analyzing procurement and contracting actions involving pre-award, post-award, negotiation, administration, termination and close out functions for complex, multidisciplinary, and multi-agency/office contracts.
