This position is located in USAID’s Management Bureau's Office of Acquisition and Assistance (M/OAA). M/OAA provides stewardship of U.S. taxpayer funds through the management, evaluation/audit, and awarding of USAID awards including contracts, grants, cooperative agreements, and other award types with small business and local capacity development goals that serve to deliver foreign assistance. M/OAA collaborates with various Agency Bureaus and Missions to fulfill the above foreign assistance objective.

This position will support acquisition and assistance actions for the USAID Bureau for Development, Democracy, and Innovation (DDI)’s Local, Faith, and Transformative Partnerships (LFT) Hub. The LFT Hub leads USAID in strengthening its ability to partner with nontraditional and diverse actors, including local, faith-based, and community organizations; schools and hospitals; minority-serving institutions; foundations; diaspora communities; cooperatives; and volunteer organizations.

The Contract Specialist is responsible for providing support to technical staff and teams in the creation, execution, and maintenance of the portfolio of awards. The incumbent will work to liaise between technical and OAA staff (including AO/COs, another contract/award specialists, and others) to meet procurement, award creation, and other award mechanism and management needs. The incumbent will work with program teams and implementing partners as part of a team under the guidance of A/COs and Senior Contract Specialists, where appropriate, to build internal and external relationships and monitor and support progress toward the completion of programmatic goals. The incumbent supports various components of programs and teams which may involve the selection process, award management, M&E/compliance, and engagement. The Contract Specialist will be expected to work independently and lead teams in the design, procurement, awarding, and monitoring of complex awards (contracts, grants, cooperative agreements, and other types).

Duties and Responsibilities:

1. Manages a procurement portfolio and performs both basic and specialized acquisition/assistance functions.

2. Prepares all required supporting documentation from planning to close-out.

3. Assists in negotiating, administering, and modifying various types of contracts for the acquisition of services, equipment, supplies, materials, and projects.

4. Advises on the interpretation and application of acquisition/assistance regulations and policies based upon operational and project needs.

5. Procures items or services for which adequate price competition is available.

6. Prepares solicitation documents.

7. Performs detailed analyses of all elements of cost in contractor proposals.

8. Determines the competitive range and prepares defensible justifications when required.

9. Recommends actions when the contractor is not in compliance with contract provisions.

10. Investigates circumstances to determine and recommend alternative courses of action, such as the extension of the delivery schedule.

11. Conducts contract reviews to evaluate contractor's performance, and monitors contractor activity to assure compliance. Monitors such matters as payments, claims, and contractual changes to ensure contract requirements are met.

12. Review completed contract files to ensure routine administrative matters are resolved or completed.

13. Assists in the review of procedural aspects of contract actions.

14. Participates in contract administration sufficient to ensure contract terms and conditions are met and that the contractor delivers the required goods or services in a timely manner to achieve the objectives of the Agency's projects and programs.

15. Develops routine plans or schedules using standard references and existing information.

16. Assists in procurement planning activities.

17. Serves as part of a team that advises program officials or staff in project planning meetings.

18. Advises program officials of the procurement instruments to be used.

19. Researches and analyzes a factual procurement policy or procedural question and provides advice on appropriate procurement methods and procedures.

20. Performs other duties as assigned.

Required Qualification, Education, and/or Experience:

1. A Bachelor’s degree is required, preferably in Public or Business Administration, Acquisition and Contract Management, International Affairs, Economics or Accounting, Public Policy, or a related field. Master’s degree preferred.

2. At least 5+ years of relevant professional experience including positions working for or supporting procurement and award management for federal or international organizations.

3. Foundation in acquisitions and specialized assistance skill set, including solid knowledge of the Federal Acquisition Regulation and familiarity with Assistance (grants and cooperative agreements) policies, procedures, and practices, and experience negotiating contracts.

4. Ability to advise senior management with excellent analytical skills and sound judgment.

Washington, DC - Ronald Reagan Building (RRB). On-site support with limited telework.
