Job description
The Operations Supervisor is responsible for managing the initial SCADA and control room build out, building a team of control room operators and support personnel, and overseeing the day-to-day operations and regulatory compliance for Delaware Basin, Whistler, Matterhorn Express gas transmission pipeline assets, including multiple compressor stations and Waha Gas Storage. This position will require expansive pipeline knowledge to assess various pipeline issues, demonstrate sound judgement, manage system optimization, and recommend corrective measures.
Position Functions
- Serve as WWM’s internal project manager for the SCADA and control room migration project from WWM’s current SCADA solution to the WWM’s new internally managed SCADA system and control room.
- Serves as lead for system optimization and develops optimization procedures for control room personnel, which shall include guidance on pressure and flow setpoints determinations, blending capabilities, capacity allocation and management of Operational Balancing Agreement balances.
- Coordination with WWM management for determination and communication of “Key Performance Indicators” for control room operations
- Manages cyber security contractors and/or support personnel to ensure OT system is compliance with regulations and best practices.
- Manages, coordinates, and participates in the development of processes, policies, and procedures for the CRM program.
- Reviews pertinent rules, regulations, and codes to determine applicability to Gas Control. Interprets regulations issued by the DOT Pipeline and Hazardous Materials Safety Administration (PHMSA), Summarizes and communicates code/regulation changes, revisions, and bulletins to Control Room management and staff.
- Maintain necessary regulatory compliance resource materials along with a library of auditing aid materials, inform, and educate peers, department leaders, and employees on compliance regulations and issues related to CRM.
- Coordinates and prepares Control Room records for audits and inspections and acts as Control Room liaison during inspections with DOT, OPUC, and WUTC. Investigates findings, drafts responses to pipeline safety inspection reports and data requests and manages any projects or modifications associated with audits, best practices or change in regulation.
- Supports Company’s commitment to a culture of safe work practices Provide the control room team with direction on daily responsibilities, adhere to state, local and company HSE practices and lead the team’s safety training initiatives to ensure all current mandated certifications are successfully completed

- Conduct talent management reviews with employees
- Collaborate with the Field Operations teams
- Ensure we are operating within the guidelines of our operating permits
- Promote a team culture that upholds the highest Company standards related to safety compliance, regulatory procedures, and company tariff requirements
- Communicate regularly with Gas Schedulers
- Provide oral and written communication of activities to appropriate personnel
- Develop and maintain Health and Safety training material, including competency assessments
- Conduct and document monthly safety and training meetings with direct reports
- Manage communication and interactions with external stakeholders including government agencies, community groups, HSE professionals
- Ability to travel and other duties as necessary
Qualifications
- Associate degree; B.S. degree in Civil, Chemical, or Mechanical Engineering, or equivalent preferred
- 7+ years of industry experience in gas, oil or similar utility industry; Management experience preferred
- Strong leadership skills and ability to manage multiple projects simultaneously
- Self-motivated and reliable, requiring minimal supervision
- Possess excellent written and verbal communication and presentation skills
- Experience with MS Office, Schneider ClearSCADA
- Knowledge of DOT regulatory compliance requirements associated with a gas transmission pipeline.
- Flexible to respond to, and address, operational needs and emergencies after regular business hours
- Achieve and maintain all OQ qualifications and progression requirements applicable to the job classification
- Must be willing to travel to project locations as required
