POSITION SUMMARY:
Emergency Preparedness’ primary concerns are for the health and safety of the citizens of Macomb County. We believe that everyone in Macomb County should have the opportunity to be healthy and live in healthy communities. The position focuses on preparedness and response activities related to the public health impact of any emergency in the county. The emergency preparedness team creates guides, plans and templates, and collaborates on multiple preparedness and response activities, such as presentations, trainings, drills, and exercises for the public, health care providers, community-based organizations, and local governments to coordinate public health emergency preparedness activities. The primary sources of funding for these activities are the State of Michigan Department of Health & Human Services (MDHHS) Division of Emergency Preparedness and Response (DEPR) Bureau of EMS, Trauma, and Preparedness (BETP), and the U.S. Department of Health and Human Services (DHHS), and the Centers for Disease Control and Prevention (CDC). EP works in partnership with other public health departments, local governments, schools, community-based organizations, professional associations, and a range of healthcare providers and facilities including hospitals, long term care facilities, and emergency medical service providers. EP is dynamic, cohesive, motivated, hardworking and community minded.
This full time with benefits grants funded position will work with partners across all sectors of public health to enhance their ability to respond to a public health event. Work will be guided by the Public Health Preparedness Capabilities defined by the Centers for Disease Control and the Healthcare Preparedness Capabilities defined by the Office of the Assistant Secretary for Preparedness and Response.
ESSENTIAL FUNCTIONs: (duties included, but are not limited to):
- Serve as the primary contact for the Department’s Emergency Preparedness Program
- Supervise and evaluate the Emergency Preparedness Program staff; prepare work procedures and schedules; assign duties and monitor work for quality and quantity
- Coordinate the Department’s response to public health emergencies, during regular working hours and non-regular working hours on an on-call basis
- Coordinate DEPR assessments as required by CDC funding.
- Develop, manage, and maintain public health emergency response plans
- Provide training for Department staff and other disciplines on the role of public health in a multi-disciplinary emergency response
- Plan and participate in local and regional exercises
- Participate in teleconferences/monthly meetings and training conferences at the regional, State and local level
- Assist with the development and management of the CDC Cooperative Agreement Award annual budget
- Coordinate with Public Health and Emergency Management to ensure effective communication and connectivity among public health departments, healthcare organizations, law enforcement organization, public officials, and other emergency response personnel
- Perform other duties related to public health emergency preparedness as assigned
EDUCATION, EXPERIENCE AND TRAINING:
Candidates must meet the minimum requirements, conditions of employment, and be able to perform all essential duties and responsibilities with or without reasonable accommodations. This position may require irregular hours. It may also require travel by the employee in the employee’s own vehicle. May be required to work on-call in an emergency.
- Baccalaureate degree from an accredited college or University in Public Health, Emergency Management, Biology, Chemistry, or related field
- Master’s degree in public health or health-related field or a minimum of three years’ experience in public health emergency preparedness or related field preferred
- Comfortable working with Microsoft Windows, Microsoft Office, and Google suite of apps.
- Demonstrated completion of National Incident Management System and Incident Command System training to the ICS 300 and 400 level. (NOTE: Completion of the National Incident Management System Advanced course ICS 300 and ICS 400 may be done within the first year of employment.)
- One to two years’ experience coordinating emergency planning, public policy, program planning, public health or resource management and distribution.
- Demonstrated experience in emergency response exercises (as a player, planner, or exercise staff).

The ideal candidate will be a pro-active, self-motivated and a committed individual who can work in a fast paced, and sometimes spontaneous environment, and can consistently deliver work plan and program deliverables on a timely basis. S/he will be tech savvy and able to utilize a wide range of hardware and software. Additionally, the ideal candidate will possess the following abilities:
- Strong organizational, communication, and listening skills
- Ability to take direction and be flexible and change direction when required
- Knowledge and skill in developing and implementing large scale emergency response plans and in current issues involving biological, chemical, and nuclear terrorism
- Skill in budget, grant, and financial management and strategic planning
INDEPENDENT ACTION:
- Must be able to work independently to direct time and effort to accomplish goals and collaborate as a team member.
SUPERVISORY RESPONSIBILITY:
- Supervise and evaluate the Emergency Preparedness Program staff; prepare work procedures and schedules; assign duties and monitor work for quality and quantity.
ADDITIONAL RESPONSIBILITIES:
- Assist other staff as assigned
- Possession of a Michigan Driver’s License and current Insurance
SALARY: $65,000 - $75,000 yearly (based on qualification & experience)
