CORRECTIONS OFFICER

Department: Jail/Sheriff’s

Reports to: Jail Administrator

Grade/Wage: Grade 16, $20.00 to $26.00

FLSA Status/Hours: Non-Exempt, Rotating Schedule

Summary:

Under the immediate supervision of the Jail Sergeant and works directly with the prisoners under the requirements of the State Statutes and Policy and Procedures provided by the department. The Langlade County Jail is manned 24 hours a day, 7 days a week, including nights, weekends and holidays; and staff can be subject to harsh verbal confrontations and sometimes physical confrontations from inmates not compliant with jail rules and booking procedures. The corrections officer(s) on duty is responsible for several duties during various shift schedules. They shall at all times maintain a clean, neat and proper uniform and appearance. Maintain the Jail area for safety and security of all staff and inmates. Corrections Officers are to maintain all Department equipment in a clean, neat manner, keeping it presentable to the public at all times. They shall perform such other tasks or duties as they are requested, assigned and needed.

Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required or assigned.

Since Corrections Officers are required to uphold judgments of the law and they are exposed to certain temptations to show favoritism, corruption, or unlawful monetary gain, it is a “business necessity: that officers exhibit a history and characteristics of honesty, reliability, ability to manage personal finances, interpersonal skill and integrity.

Additionally, Corrections Officers are frequently placed in a position of physical and mental stress. Therefore, a history of mental or physical disability may be grounds for denying an application; or these factors might be a consideration in the hiring process. Applicants posing a substantial risk to themselves, inmates, other officers, and the public are at a substantial disadvantage in the hiring process.

Scope of responsibilities:

  • Maintain CONFIDENTIALITY
  • Effectively restrain an inmate, forcibly if necessary, using handcuffs and other restraints; subdue resisting inmates using maneuvers and resort to the use of hands and feet and other approved devices in self-defense.
  • Prepare investigative and other reports, including sketches, using appropriate grammar, symbols and mathematical computations, to include filing, alphabetizing and labeling.
  • Exercise independent judgment in determining the appropriate classification of inmates and assessing and responding to the needs of special populations.
  • Communicate effectively and coherently with other officers and inmates using existing communication systems.
  • Gather information in criminal and administrative investigations by interviewing and obtaining the statements of victims, witnesses, suspects and confidential informers and exercise independent judgment by determining when probable cause exists to recommend disciplinary action.
  • Pursue fleeing inmates and perform rescue operations and other duties which may involve quickly entering and exiting secured areas; lifting, carrying and dragging heavy objects; climbing up to and down from elevated surfaces; climbing through openings; jumping over obstacles; crawling in confined areas; and using body force to gain entrance.
  • Perform searches of people, mail items, objects capable of concealing contraband which may involve feeling and detecting objects, walking for long periods of time and detaining people.
  • Conduct visual and audio surveillance for extended periods of time.
  • Engage in functions in confined areas that include such things as preparing and serving food, working rotating shifts, extended walking on foot patrol and physically checking the doors, windows and other areas to ensure the area is secure.
  • Effectively communicate with inmates and the public, including minors, by giving information and directions, mediating disputes and advising of rights and processes.
  • Establish and maintain effective working relationships with various officials, agencies, co-workers and the general public using tact and diplomacy.
  • Demonstrate communication skills in court and other formal settings.
  • Detect and collect evidence and substances that provide the basis of criminal offenses or administrative violations; and detect the presence of conditions such as smoke, unusual or excessive noise, odors, etc.
  • Endure verbal and mental abuse when confronted with the hostile views and opinions of inmates and other people encountered in an antagonistic environment.
  • Perform rescue functions at accidents, emergencies and disasters to include standing for long periods of time, administering basic emergency medical aid, lifting, dragging and carrying people away from dangerous situations and securing an evacuating people from confined areas.
  • Transport and escort prisoners, detainees, and committed mental patients using handcuffs and other appropriate restraints.
  • Put on and operate a self-contained breathing apparatus and extinguish small fires by using a fire extinguisher and other appropriate means.
  • Read and comprehend legal and non-legal documents, including the processing of such documents as medical instructions, commitment orders, summons and other legal writs.
  • Process and release inmates to include taking their photographs and obtaining a legible set of fingerprints.
  • Perform crisis intervention functions to include counseling, suicide prevention, recognizing abnormal behavior and taking appropriate action, while maintaining a degree of empathy for and an awareness of their personal needs.
  • Break up fights and affrays.
  • Possess sufficient dexterity to manipulate keys and keyboards, operate levers and buttons, manually operate heavy doors and to count, collect and inventory small items.
  • Read computer and camera screens, distinguish colors and exercise full field of vision while supervising inmates.
  • Must be proficient in typing, note taking and other miscellaneous office procedures as requested on a daily basis.
  • Must be able to enter and maintain computer records, updates and changes.
  • Must be able to operate the Jail Control Center; intoximeter; various radio frequencies, video and audio recording systems; monitor alarm systems; assist with community service and electronic monitoring program.

NOTE: The successful applicant must be able to perform ALL of the above functions, unassisted, and at a pace and level of performance consistent with the actual job performance requirements. This requires a high level of physical ability to include vision, hearing, speaking, flexibility, strength, etc.

  • Must be at least 18 years of age or older
  • U.S. Citizen
  • Must possess a valid Wisconsin Drivers license
  • Must successfully pass oral interviews
  • Must pass drug screening tests and background investigation
  • Must pass medical/physical exam

Education and/or Experience:

  • Should be High School Graduate or have GED equivalent.
  • No experience necessary.
  • Can be certified with the State of Wisconsin with the 200 Hour Basic Jail Course, if not, County will provide training and certification.
  • CPR, AED certification training provided and must be maintained.
  • TIME System certification training provided and must be maintained.
  • Must meet and maintain recruitment and eligibility criteria established by the Wisconsin Department of Justice Training and Standards Board.
  • Breath Examiner Specialist certification training provided and must be maintained.

Knowledge, Skills and Abilities:

  • Must have excellent verbal and written communication skills.
  • Good mathematical skills.
  • Must have the ability to evaluate situations based on training and experience, and make good decisions.
  • Ability to exercise discretion within designated duties and responsibilities.
  • Knowledge of the rules, regulations, policies governing the operation of the jail.
  • Ability to enter and analyze computer information quickly and accurately.
  • Sound decision making ability based on training and experience is paramount.
  • Ability and skill to react quickly, efficiently and remain calm in an emergency situation while adopting an effective course of action.

Approximately 90% of the time is spent walking, standing, sitting, talking, hearing, using near and far vision and medium fingering for typing/data entry. Kneeling, stooping, grappling, jumping, climbing and crouching are performed about 10% of the time. Other actions may be required in unusual or non-regular situations. The department reserves the right to assess the medical and physical fitness of each employee’s ability to fully perform the expected duties of the position.

95% of the time will be inside and will involve contact with other workers and with prisoners. Up to 5% of the time could be spent out of the building when conducting transports.
