Job Responsibilities:

• Rapidly and efficiently research, develop, prototype, test, evaluate, procure, transition, and/or field critical enabling technologies and capabilities that address near-term and mid-term threats.
• Provide cost-estimating support for the HQ Business Management office.
• Perform various cost functions involving the formulation, justification, and/or execution of costs (incurred or future) for organizations, programs, or projects.
• Develop R&D cost estimates for several prototype projects.
• Develop life cycle cost estimates to determine the total cost of a program.
• Prepare estimates for changes in technical and/or funding baselines.
• Analyze mission requirements to determine cost parameters, specific cost factors, and relationships to be utilized in constructing a cost model.
• Provide support in defending cost estimating methodologies
• Refine and adjust cost models in response to changes in technical specifications, support requirements, design alternatives, engineering, and operational trade-offs.
• Provide detailed cost reports and documentation.
• Provide advice and technical assistance to functional specialists in identifying and evaluating program cost factors and cost impact on program alternatives.
• Develop Independent Government Estimates (IGCEs) for R&D prototype projects to support the project managers’ needs.
• Refine and adjust cost models in response to changes in technical specifications, support requirements, design alternatives, engineering, and operational trade-off proposals.
• Provide all necessary cost estimating, cost analysis, documentation, and support to RCCTO Army projects and programs.

Education and General experience:

• Bachelor’s degree in related field
• 4 years of relevant experience providing cost analysis
• Experience in DoD acquisition programs. Army experience preferred.
• Experience with evaluating projects using different methods and options to determine the most cost-effective solution that meets the required specifications
• Use of ACEIT (Automated Cost Estimating Integrated Tools) and Excel in development and review of cost analyses and project cost estimates.

Desired Qualifications:

• Experience with contracts, budgets, and the program acquisition processes.
• Cost Estimating certifications such as PCE/A or CCE/A.
• Experience with Earned Value Management (EVM).
