Minimum Qualifications

Acceptable Experience and Education
Bachelor's degree in Public or Business Administration, or a related field, from an accredited university or college, and three (3) years of experience in public policy and/or public sector administration in an administrator, financial, analytical, or consulting role in a large multi-functional organization, to include one (1) year of public policy research experience at an executive level; with one (1) year of supervisory experience;

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Typical Duties

Essential Duties
Researches and gathers materials to conduct special studies regarding policy analysis and projects and County initiatives; organizes and maintains various administrative, reference, and follow up files; conducts research relative to priorities established by the Elected Official to include formulating policy positions to include legislative issues, the development of written/verbal correspondence of any technical reports, briefs, news releases, white papers, etc., serves as spokesperson on specific items;

Gathers, organizes, and summarizes data and information for public policy initiatives, and special projects; prepares various routine and complex reports, tables, graphs and statistical summaries; monitors and verifies the status of projects and ensures all parties are kept appraised on all matters; makes recommendations as necessary;

Anticipates and prepares material needed by the Elected Official for correspondence, appointments, meetings, and conferences; composes correspondence and other documents on a wide variety of subjects requiring knowledge of the procedures and policies of the County; creates, edits, prepares and processes complex and confidential correspondence, memoranda, letters, legal and technical research documents, information packets, and other communications;

Participates in the development of performance measures and management and administrative policies, procedures, and master plans with both short and long term goals and objectives; provides quality service and work product as a part of the overall departmental and County-wide strategic direction;

Assists in drafting and executing policy related to the priorities as directed by the elected official;

May be assigned project management responsibilities for certain functions, units or programs;

As directed assembles project team, assigning individual responsibilities and coordinating activities;

Leads and facilitates project team meetings to identify and resolve issues impacting project success;

Analyzes and reviews management practices and procedures and develops recommendations for improvement;

Establishes and maintains working relationship with county officials, news media, and the general public;

Interacts with department heads, elected officials, and others using considerable explanation and persuasion leading to decision, agreement or rejection on complex issues in which the Judge/Commissioner would be involved; diplomacy is required;

Effectively manages multiple assignments and priorities to ensure the fulfillment of projects, tasks and responsibilities;

Manages one or more moderately complex projects simultaneously, using established methodologies and processes;

Develops, maintains and communicates project documentation, including project definition, schedules, milestones and budget plans;

Determines project methodology once projects are assigned;

Elicits and documents project requirements from key stakeholders;

Communicates project status, issues and/or concerns with management and appropriate stakeholders;

Ensures timely completion of projects and in accordance with set budget and other resource constraints

Develops contingency plans for projects;

Provides quality assurance to project deliverables;

Stays current on pending and upcoming legislative issues as necessary, shall provide weekly (sometimes more frequent) updates;

May assist with long-term and short-term legislative planning for El Paso County;

Attends and participates in professional group meetings as assigned, and stays abreast of new trends and innovations in the field of contract compliance, grants, procurement, and lease negotiations;

Performs trend analysis, complies and analyzes information from data, logs, tables, etc. to compose complex reports;

Assists with monitoring and ensuring compliance of policies & procedures;

Assists with providing oversight to maximize the purchasing value of public funds when used by the Elected Official;

Prepares, analyzes, and maintains staffing reports, capital project reports, and other comparative reporting;

Performs budget administration, prepares budget amendments, reviews and updates budget summaries and synopsis, and prints and reviews the final copy;

Creates and submits reports as required by State and Federal agencies;

Develops various financial and budgetary statements/reports and provides regular quarterly (monthly if warranted) reports to Commissioners Court, County Administrator, and/or the Public;

As directed, creates and/or participates in the development of countywide policies;

Handles highly confidential information;

Creates and maintains positive working relationships with all levels of County directors, managers and employees;

Works to foster a positive relationship between the County, federal, state and local offices;

Commits self to providing excellent customer service and demonstrate commitment and trust through cooperative team and individual efforts; and

Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Supervisory duties as assigned:
Plans and assigns daily workload for support staff, prioritizing, scheduling, and organizing workloads to meet deadlines;

Evaluates subordinate's performance, identifying strengths and weaknesses, providing employee development, guidance, and motivation, and making recommendations for corrective actions when appropriate;

Participates in selection, hiring, and addressing personnel matters for direct reports; and

Initiates actions to improve departmental and county operations, employee performance, morale, and work methods;

Other Important Duties
Performs such other related duties as may be assigned;

Work extended hours and weekends as an exemt employee reporting to the Director;

Regular out of town travel for professional conferences and meetings;

Maintains a safe and healthy work place environment; and,

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Job Summary

The Public Policy Analyst is independently responsible for the coordination, status reporting, stability, and completion of moderately complex public policy and special project oriented work efforts. Manages one or more projects simultaneously. Follows established project management processes and methodologies to support the activities and operations of the Elected Official to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. Responsible for policy analysis, project planning, tracking key project milestones, adjusting policy and project plans and resources to meet customer needs and reasons for the execution and delivery of such efforts.

El Paso County offers a very comprehensive benefit package (s ome benefits may not apply to part time or temporary employees) consisting of the following:
HOLIDAYS
16 holidays per year as recognized.
VACATION
Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.
10 days (1 through less than 5 years of service)
15 days (5 through less than 15 years of service)
20 days (15 years of service or over)
SICK LEAVE
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.
MISCELLANEOUS PAID LEAVES
Military Leave – 15 days of paid leave per fiscal year for active military service
Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.

LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.

LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.

SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.

RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

HEALTHY LIFESTYLE REIMBURSEMENT
Reimbursement of $15 per month for 6 months of continuous gym usage.

EDUCATIONAL ASSISTANCE PROGRAM (EdAP)
Reimbursement up to $2000 per calendar year for eligible education expenses.

EMPLOYEE FITNESS AND WELLNESS CENTER
The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
