Summary
Under the direction of the Associate Director for Interim Housing, The Crisis Housing Network Manager is responsible for overseeing HOPICS’ single adult and family crisis/bridge housing and Road Map programs. They will provide support and direction to Family and Single Crisis Housing Network subcontractors.
Essential Functions
  • Direct supervision of 1 Family Crisis Housing and 1 Crisis Housing Manager
  • Provide support to frontline staff (Resident Advocates, Placement Coordinators, administrative staff)
  • Monitor and manage the HOPICS Crisis Housing Network and associated interim housing beds (10 subcontractors, 348 Family Crisis Housing Beds, 100 Single Crisis Housing Beds, 100 Roadmap Beds)
  • Develops a systematic way to monitor placements, lengths of stay, and exits within Family Crisis Housing, Road Map, and Single Crisis/Bridge Housing
  • Create systems and procedures for the ongoing review of files to ensure contract compliance.
  • Develop policies and procedures for all directly operated programs
  • Responsible for ensuring that the Family Crisis Housing, Crisis/Bridge, Roadmap housing site meets all habitability and County Facility standards.
  • Coordinating internally with other HOPICS programs
  • Responsible for coordinating with other HOPICS collaborative partners and funders
  • Mitigate and systematically manage and track all incidents and emergencies
  • Assist Senior Management Team with budget monitoring and development for respective programs
  • Managing and monitoring the Home Base digital platform.
  • Responsible for ensuring seamless client and process flows and a high level of customer service
  • Ensure programs are fully integrated with Coordinated Entry System(s)
  • Participate as a part of the leadership of HOPICS’ Homeless and Housing Services Department (H&H)
  • Participate as a part of the HOPICS management team to maintain and enhance integration efforts
  • Primary liaison to Fiscal Department and Accountants for respective programs
  • Monitor program outcomes and develop systematic ways to track data
  • Oversee contract compliance and successful completion of goals/objectives
  • Troubleshoot with HOPICS management team to develop strategies to remove barriers to achieving program/monthly goals and internal service integration
  • Oversee and analyze collection of data related to productivity, contract performance, outcomes, demographics and integration efforts
  • Monitor system to get input on customer satisfaction
  • Maintain orderly documentation (paper and electronic- scanning)
  • Create and update documents, flyers and spreadsheets as needed
  • Responsible to ensure client files and documentation are high quality, appropriate, timely, and in compliance with DHS and LAHSA scopes of work.
  • Assist in the development of program operation manual
  • Provide individual and group supervision to direct reports
  • Represent the Division in a variety of community settings including funder, provider and community meetings, and major events
  • Work collaboratively with the Data and Quality Assurance Department to troubleshoot data in HMIS
  • Analyze data and provide reports on a weekly, monthly, quarterly and annual basis;
  • Complete performance evaluations and address any performance issues as needed.
  • Work collaboratively with program management staff to ensure performance targets are met.
  • Facilitate weekly team meetings.
  • Operationalize program systems and procedures
  • Responsible for recruiting and hiring staff.
  • Communicate with staff and all residents in a non-judgmental manner; work cooperatively with all agency staff.
  • Maintain files/records on client services in compliance with HIPAA, 42 CFR Part 2 and other funding requirements for audit purposes.
  • Maintain appropriate boundaries; and adhere to SSG’s Code of Ethics and HOPICS’ Core Values.
  • Regular attendance required.
  • Other duties as needed.

Secondary Functions
Perform other duties as assigned by Associate Director for Interim Housing, Deputy Director, and Division Director

Minimum Qualifications - Knowledge, Skills and Abilities Required
  • Bachelor’s Degree and a minimum of three years of related management experience OR a minimum of six years of management experience of related.
  • Knowledge and demonstrated experience in working with ethnic minority, impoverished and under-served communities and groups
  • Demonstrated Proficiency in Microsoft Excel, Word, PowerPoint, Internet, and Visio.
  • Highly Proficient and Professional writing and oral communication skills
  • Strong interpersonal skills and ability to relate to staff from a variety of cultures, languages and educational backgrounds
  • Valid California Driver License, reliable transportation, and valid insurance are required
  • Ability to organize and manage multiple priorities, experience with intervention and prevention programs
  • Neat and professional appearance
  • Demonstrate strong critical thinking and problem-solving skills.
  • Ability to build relationships and sustain them over time
  • Verification of Employment eligibility is required.
  • Background clearance and TB test required. Not more than (3) months prior to or (7) days after date of hire and renewed annually thereafter.
  • CPR, First Aid, California Food Handler’s certification required within 30 days of employment with company.
  • COVID Vaccination required

Non-Essential Qualifications:

  • HMIS experience preferred
  • Master’s degree Preferred
Mandatory Covid19 Vaccination Requirement
  • COVID-19 Vaccination Required: All staff is required to be fully COVID-19 vaccinated and to submit vaccination records to the HR Department during new hire orientation.
  • Fully COVID-19 vaccinated (2 weeks from last vaccination dose to be considered fully vaccinated)
  • Negative COVID-19 Test: All new staff must provide a negative COVID-19 test. PCR test results can be submitted prior to the first day of employment to recruitment@hopics.org. Rapid antigen tests are also acceptable; however, they will be performed onsite to verify results.

The person is responsible for the supervision of (1) Family Crisis Housing Supervisor (1) Crisis Housing Manager


Environmental Conditions (Working Conditions)
This position is responsible for working in “client-friendly” environments and is required to visit other shelters and homeless access centers as part of their duties. Local automobile travel is required. There is some responsibility to work in noisy environments where children and adults are present.
Physical Requirements
The Crisis Housing Network Manager sitting, standing, typing, critical/thinking, writing, walking, driving, carrying
(max. 25 lbs.), listening, and speaking.

Mental Requirements
This position will require the individual to be able to handle any/all of the following: constant distractions, interruptions, uncontrollable changes in priorities/work schedules: be able to process information, think and conceptualize.
