The Damage Prevention Specialist is responsible for the overall administration, development and implementation of various programs necessary to meet and exceed regulatory Damage Prevention and Public Awareness requirements for the Division. This person will lead and support field personnel to ensure that compliant Damage Prevention and Public Awareness methods and practices are used consistently throughout the operating division. Thus, this position requires the ability to develop and maintain strong relationships with Plains personnel, regulatory representatives, industry organizations, third party contractors, public and emergency officials. A willingness to learn and obtain new information, combined with a dedication to the protection of our people, the public and the environment through safe and efficient operations is critical to the success of this position.
Responsibilities:
- Ensure compliance, standardization and consistency of its programs, processes and procedures for all domestic operations. Support to include: assurance towards standardization of equipment, processes, training curriculum and procedures involved with damage prevention, public awareness and other asset protection activities.
- Work closely with Operations, EH&S, Crisis Management, Contractor Safety, Engineering and the Communications department personnel to help identify effective Damage Prevention / Public Awareness Programs and materials used for stakeholder(s) required education.
- Work closely with the Crisis Management manager for assigned division to establish training objectives.
- Aid the Crisis Management manager for assigned division with the planning and implementation of division emergency drills and tabletop exercises.
- Provide technical and organizational support to the Crisis Management manager for local exercise planning.
- Working with the Crisis Management manager to conduct training with local emergency responders and emergency management agencies on pipeline and trucking emergencies.
- Work closely with the Contractor Safety professional for assigned division to reduce the number of 2nd party Line Strikes.
- Aid the Contractor Safety professional with planning presentations for kickoff meetings in assigned division.
- Provide technical and organizational support to the Contractor Safety professional concerning Line Strike investigations.
- Support Operations personnel with conducting excavator (contractor) and public awareness education meetings, including the identification and solicitation of area excavators and emergency officials for attendance.
- Support and strengthen working relationships between Operations and EH&S by seeking guidance for regulatory compliance.
- As needed, train and communicate Common Ground Alliance (CGA) best practices and Regulatory Recommended Practices with field personnel.
- Assist Asset Integrity group with initiatives and programs involving asset protection (i.e. IMP, GIS/PODS and Data Integration).
- Learn One-call, Irthnet and Xchange systems and processes necessary to provide support to Field Personnel.
- Assist in coordinating formal training to educate Plains employees on Federal, State and Local laws and exemptions governing damage prevention and applicable One-Call programs.
- Build communication and understanding of Asset Protection field activities for the purpose of tracking and analyzing damage prevention/public awareness programs for continuous improvement and regulatory auditing.
- Provide support to Environmental, Health and Safety departments as it relates to the regulatory compliance of Plains Damage Prevention and Public Awareness Programs
- Maintain and grow industry relationships with key officials representing Local, State and Federal agencies. Build involvement with industry support organizations (CGA-811, AOPL, API, and PHMSA).
- Maintain current knowledge of industry regulations and guidelines associated with damage prevention and public awareness regulatory requirements and expectations.
- Will be responsible for any other related tasks as assigned
Requirements:
- Bachelor Degree or equivalent job experience, which utilizes the KSA’s established below.
- A minimum of 3 years’ experience with Damage Prevention/Public Awareness and working with One-Call programs preferred.
- Understanding of environmental and PHMSA regulations preferred.
- Ability to model and promote a culture of safety and environmental responsibility.
- Demonstrated leadership qualities which include; strong organizational skills, planning, coordinating, and implementing new program ideas;
- Ability to work independently and/or in a team environment;
- Knowledge and expertise in supporting and developing technology based tools and training techniques.
- Strong quantitative and analytical skills;
- Effective project management and proactive decision making skills;
- Strong oral and written communication skills necessary effectively with all levels of personnel and outside contacts including ability to facilitate meetings effectively and deliver well-organized presentations
- Proficiency with Microsoft Office applications and other tools used for documentation, workflows and procedure development used in compliance efforts:
- Ability to travel 40% to 50% of time.
- Possess and maintain a valid driver’s license to operate company vehicles.
- Ability to occasionally lift or carry moderately heavy equipment or parts (10 – 15 lbs.). Work may require stooping, kneeling, bending, climbing and walking distances in all types of terrain. With proper training, may be required to work in confined space.
- Works outdoors in open environment with extremes of heat and cold 10 to 20% of time.
- Cleared criminal history (background) and satisfactory reference checks.
