CURRENT VACANCY: The Fire Department's Community Risk Reduction Division is seeking a part-time employee to assist with the administrative CUPA tasks and assignment, along with general assistance with permit intake and issuance. The employee will be tasked with various duties, including administrative, clerical and customer service responsibilities.

The IDEAL CANDIDATE has familiarity with computers, Microsoft Office 365 applications, able to learn and adapt to customer databases and applications, possesses effective communication and cooperative interpersonal skills, the ability to work well in a busy office, outdoor and indoor environments where attention to detail is important, excellent customer service skills, and is available to work an average of 10-20 hours per week. This recruitment will close when the hiring manager determines that enough qualified applications have been received, but will close no sooner than 5 p.m. February 10, 2023.


This is a Non-Permanent, Part-Time position.


Temporary/part-time employment is restricted to 1,000 hours within a 12-month period (July 1 – June 30) and does not qualify to receive City benefits, except those required by law. The City does not belong to the Social Security system. However, enrollment in an alternative retirement program is mandatory, which requires an employee contribution of 7½% of base earnings to the Public Agency Retirement System (PARS). There are no rights to employment and employment may end with or without cause or advance notice. Further restrictions apply to CalPERS Retired Annuitants.

Examples of Essential Duties

Assists fire department staff members with a variety of support duties, as assigned; assists with the administration of Hazardous Materials Business Plan program in compliance with Certified Unified Program Agency (CUPA) regulations; reviews annual hazardous materials inventory disclosures; creates records and manintains CUPA database; assists customers by helping businesses in filing of hazardous materials information, including chemical inventory and business emergency response plans; assists with the intakes and issuance of fire permits and plans; works with other city department personnel, as well as Orange County health Care Agency; and performs related duties assigned.

The preceding duties have been provided as examples of the essential types of works performed within this job assignment. The City, at its discretion, may add, modify, change or rescind work assignments as needed.

Minimum Qualifications

Knowledge of: Modern office practices; computer operating systems/software; basic website development; business English and report preparation; spelling and grammar; principles and procedures of filing and record keeping; basic mechanical aptitude and maintenance.

Ability to: Utilize general office equipment, such as telephone, fax, printers, copiers, and computers; learn and apply city policies, procedures, rules and regulations; conduct basic research; research, compile and analyze data and prepare accurate reports; maintain work effectiveness and meet deadlines with frequent changes in workload and the priority of assignments; understand and carry out oral and written instructions; communicate clearly and concisely; perform maintenance as directed; work effectively with Fire Department personnel, other city staff members, as well as outside agencies.

Education and Experience: Equivalent to a high school diploma and three years' directly related experience performing similar clerical duties in an office environment. Associate's or Bachelor's degree preferred. General office, public contact, and/or government-related experience is highly desirable. Experience with permit technician responsibilities is desirable. General aptitude for scientific concepts, such as reading and interpreting hazardous material Safety Data Sheets is required. Experience or training on hazardous materials or permitting is desirable.

License: Must possess a valid California Driver's License and an acceptable driving record by time of appointment. Employees regularly assigned are required to drive a City or personal vehicle in the course and scope of work and shall be required to participate in the DMV Employer Pull Notice Program due to the performance of field duties that may require operation of a City vehicle.

PHYSICAL TASKS & ENVIRONMENTAL CONDITIONS

SPECIAL CONDITIONS
Public Employee Disaster Service Worker: In accordance with Government Code Section 3100, all Huntington Beach city employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.


The SALARY RANGE is composed of seven steps. Merit step increases are based on satisfactory performance.
