Summary

Under the Supervision of the HOPICS Division Director, the Deputy Director oversees the permanent housing department to ensure effective execution of all subsidized permanent housing projects; housing navigation and intensive case management; and property acquisition, development and management efforts. They will provide overall leadership, ongoing monitoring and contract compliance support to senior management and program management staff.

Essential Functions

  • Lead the strategic direction of landlord relations, financial assistance programs and property acquisition and management for HOPICS
  • Supervise the Associate Directors and senior management members responsible for oversight of permanent housing, housing stabilization and prevention, intensive case management services (ICMS) landlord engagement and property development and management programs
  • Support Associate Directors to implement systematic way to monitor customer service and timely submission of data/documents by staff.
  • Recruit, select, train, supervise, and evaluate staff (i.e. individual supervision meetings, staff meetings and performance evaluations)
  • Ensure that all HOPICS managed (site control) properties are in compliance with fair housing laws and uplift tenants’ rights.
  • Ensure that the job responsibilities of direct reports and front-line staff are clearly communicated and implemented
  • Provide leadership to projects and staff in formulating program procedures and disseminate to staff.
  • Maintain accurate and updated documentation
  • Organize and implement appropriate cultural, gender and linguistic appropriate homeless, housing and other services as needed.
  • Ensure Rapid Re-Housing, Eviction Prevention and Housing Navigation programs operate in line with the Measure scope of required services
  • Responsible for working with senior and mid-level managers to ensure Key Performance Indicators, data and quality assurance measures are met, and outcomes are achieved in part through data held in HMIS, CHAMP and other internal data systems.
  • Ensure all ICMS programs operate in line with the LA County Department of Health Services Supportive and/or Housing Services Master Agreement (SHSMA)
  • Responsible for helping to resolve escalated issues, including leading responses to funders, elected officials’ offices, and other key stakeholders
  • Prepare and submit timely and accurate reports to Director
  • Develop, maintain and analyze program budgets
  • Organize and facilitate division management meetings
  • Provide overall leadership and guidance to division management team
  • Work closely with Division Director, SSG Core Fiscal, Administration and Development Directors
  • Liaison to SSG Core, key stakeholders, and funders for relevant homeless and housing programs (as needed)
  • Responsible for working with the co- Deputy Directors and Division Director to develop administrative, financial, and personnel policies as needed
  • Ensure the implementation on of policy throughout the division
  • Monitor all contract activities to ensure that program activities and payment remain within the assigned budgets
  • Collaborate directly with SSG fiscal department to ensure ongoing budget monitoring
  • Assist with providing technical support and intervention to division wide programs inclusive of participating in brainstorming session geared to overall program development and process improvement (as needed)
  • Participate in/on regional committees/ meets related to homelessness
  • Maintain files/records on client services in compliance with HIPAA, 42 CFR Part 2 and other funding requirements for auditing purposes
  • Ensure cross training of direct service staff to limit barriers to accessing services
  • Promote low barrier access to services
  • Ongoing monitoring of needs of people experiencing homelessness to ensure HOPICS is responding to them where possible and advocating in the event the agency is not adequately resourced to respond
  • Ensure fiscal accountability of program funding and associated resources
  • Reinforce Director’s priority focus areas
  • Maintain appropriate boundaries; and adhere to SSG’s Code of Ethics and HOPICS’ Core Values.
  • Represent the Agency in a professional manner at meetings and community events.


Secondary Functions

• Assist with grant writing & program design for new and or existing programs • Assist/lead the execution of impromptu projects as requested by Division Director and or Executive director

  • Provide supervision and oversight of new programs/resources until appropriate staff is identified/hired
  • Facilitate resource allocation to “high profile” cases as assigned by Division Director of HOPCIS or Executive Director of SSG
  • Attend meetings, respond to community partners, subcontractors, and residents on behalf of the Division Director
  • Perform other duties as assigned by the Division Director.


Minimum Qualifications - Knowledge, Skills and Abilities Required

Master’s Degree in Social Work, Public Administration or related studies; AND a minimum of five years job related managerial experience working in the homeless and housing and social services field; OR Bachelor’s Degree in a related field AND a minimum of seven years of supervisory/program management experience in the homeless and housing services sector.. Knowledgeable and experienced in of Microsoft Word and Excel. Ability to organize and manage multiple priorities, experience with substance abusing and mentally ill populations. Ability to remain calm in a crisis situation. Demonstrate strong problem-solving skills. Neat and professional appearance. Attention to detail and punctuality required. If in recovery, a minimum of three (3) years of being drug and alcohol free is required.

Ability to work with clients from diverse cultural, ethnic, and socio-economic backgrounds. Ability to communicate effectively, both written and orally. Verification of Employment Eligibility and Background Check is required. TB test required (Note: Results may not be more than (3) months prior to or (7) days after date of hire and renewed annually thereafter.) CPR and First Aid certification required within 30 days of employment with company, and valid Driver’s License and auto insurance

required. Fully COVID-19 vaccinated (2 weeks from last vaccination dose to be considered fully vaccinated)


Mandatory Covid19 Vaccination Requirement

  • COVID-19 Vaccination Required: All staff is required to be fully COVID-19 vaccinated and to submit vaccination records to the HR Department during new hire orientation.
  • Fully COVID-19 vaccinated (2 weeks from last vaccination dose to be considered fully vaccinated)
  • Negative COVID-19 Test: All new staff must provide a negative COVID-19 test. PCR test results can be submitted prior to the first day of employment to recruitment@hopics.org. Rapid antigen tests are also acceptable; however, they will be performed onsite to verify results.

Supervisory Responsibilities:

The person is responsible for supervising the following employees: Associate Director of ICMS, Associate Director of Rapid Re-Housing and Housing Stabilization, Associate Director of Property Development and Managements and program/administrative support personnel. In instances where there are Associate Directors or Program Manager vacancies, the Deputy Director may be directly responsible temporarily (during recruitment to fill the role) for day-to-day operation and supervision of direct service staff as needed.

Environmental Conditions (Working Conditions)

The position is exposed to weather conditions prevalent at the time; noise level is usually high, may be exposed to highly aggressive clients, office environment is high paced and diverse.

Physical Requirements

In the course of performing this job, the incumbent typically spends time sitting, standing, walking, driving or riding in vehicles, bending, typing, listening, thinking, reading, writing, speaking, and listening. Must sit at computer for data entry and reports: sometimes spend time driving and walking and carrying supplies, files, or charts (up to 50 lbs.). Speak to staff and outside agencies in public meetings and funder Meetings. Represent the Agency in a professional and positive manner.

The mental activities the individual will be expected to perform include must be able to handle analyze of the following: constant distractions, interruptions, uncontrollable changes in priorities/work schedules; be able to process information, think, and conceptualize.
