Transit America Services, Inc. is currently seeking a Deputy General Manager of Safety, Training, and Compliance in San Jose, California to join our team.
The Deputy General Manager of Safety, Training and Compliance is responsible for providing a safe and efficient work atmosphere for all TransitAmerica Services, Inc. (TASI) employees. This standard shall be met and exercised with employees through safety education, awareness, accountability, and continual employee development. This position will ensure compliance with all TASI, Caltrain, UP, and Federal and State of California Safety requirements for eligibility, training, testing, certification and monitoring of all crafts. This position is charged with the responsibility of supervising TASI’s safety, training, rules, and compliance related programs.
Duties and Responsibilities:

- Develop, implement, and manage TASI’s safety programs, policies, and procedures.
- Lead and direct department staff to successfully execute all safety initiatives.
- Ensure continual safety improvements and set annual objectives and targets.
- Monitor results and audit progress.
- Recommend policies and procedures to reduce safety risks and occupational health issues.
- Responds to accidents, incidents, and injuries.
- Perform special projects as assigned by General Manager.
- The employee will be expected to report to work at the scheduled time and is seldom absent from work. Employee can be depended upon to complete work in a timely, accurate, and thorough manner and is conscientious about assignments.
- Creates, organizes, and conducts a wide range of company and contractually required training programs for all TASI, JPB, and outside contracting personnel.
- Work with the lead of each department to promote “safety without compromise” as the core value in each department’s training programs and daily activities.
- Responsible for the research, development, and implementation of system training programs for employees.
- Coach others involved in training efforts, providing effective growth and development opportunities.
- Develop and maintain communications such as bulletin boards and newsletters to ensure employees have knowledge of safety events and general information.
- Identify, analyze, and control occupational hazards.
- Maintain training records and transmit required training reports to JPB.
- Assist regularly scheduled maintenance forces in the creation and modification of training materials, when needed.
- Perform all duties in conformance to appropriate safety and security standards.
Ensure safety program meets legal requirements and TASI’s high standards.
- Conduct follow-up studies of all completed training to evaluate and measure results; modify programs as needed and develop effective training materials utilizing a variety of media.
- Enhance compliance and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
- Prepare for and facilitate all review audits.
- Serve as the TASI representative in accordance with applicable regulations, policies, and standards.
- Serve as the Federal Railroad Administration (FRA) required program compliance officer for mandated FRA programs
- Responsible for monitoring, reviewing, and analyzing performance of the operations compliance function in accordance with 49 CFR Part 200-399
- Monitor and maintain current industry best practices, including SOPs, efficiency testing, System Safety Program Plan, and Critical Incident Stress Plan
- Regular and consistent engagement, participation and promotion of Herzog’s Culture and its essential behaviors are a requirement for this position.
- Regular and predictable attend and punctuality are a requirement for this position.
- Other duties as assigned.
Qualifications:
- A minimum of 10 years of relevant work experience in progressively responsible supervisory capacities including the direction of senior level staff.
- Ability to read and interpret documents such as technical data, safety rules, operating and maintenance instructions, procedure manuals and Federal or State regulations.
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Must have excellent problem solving skills and strong planning and organizational skills.
- Ability to function independently in a multi-task environment, as well as part of a team.
- Ability to communicate with company employees, trainers from other companies, professional training group members, and consultants by phone, in person, or through correspondence.
- Ability to perform duties with minimal direction.
- Outstanding verbal, written, and multi-tasking skills.
- Ability to support and implement organizational change, and to develop innovative ideas and incorporate them effectively into work processes.
Pre-Employment Requirements:
- Subject to pre-employment background check and motor vehicle report review.
- Subject to pre-employment physical, medical evaluation, and drug screen due to the safety sensitive nature of this position.
- Must successfully pass color/vision examinations as required by the position.
- Successfully complete and maintain any required safety certification and testing on an annual basis.

The physical demands described below must be met by an employee to successfully perform the essential job functions of this role. This is a non-exhaustive overview of the physical requirements of this job.
- Perform light work, occasionally exerting up to 20 pounds of force.
- Able to walk on uneven surfaces.
- Occasionally ascend/descend step ladders and/or stairs.
- Regularly sit and stand for an extended period of time.
- Regularly kneel, bend, and squat.
- Must successfully pass color/vision examinations as required by the position.
- Must be able to hear and distinguish auditory signals.
- Able to work in conditions with loud noise; work on/around heavy/moving machinery.
- Able to work outdoors in all weather conditions (hot, cold, rain, snow, and sleet).
