JOB DESCRIPTION SUMMARY:


The Deputy Program Director will work closely with the Program Director to ensure the smooth development, implementation, and monitoring of a USAID-funded initiative.


The Deputy Program Director collaborates with the Senior Management Team (SMT) that is made up of the Deputy Program Director, Program Director and Technical Deputy Director, will focus on the managerial and operational aspects of the program to ensure that activities are implemented on time, within budget, in accordance with Contract requirements, and produce their expected deliverables. S/he/They will coordinate preparation of annual work plans, budgets, and semi-annual and financial reports; and develop and maintain systems to monitor project activities, finances, human resources, and subawards that adhere to USAID and PMCG requirements. The Deputy Program Director will work closely with all corporate administrative units (e.g., HC, CFO's Office, Grants and Contracts) as well as well as with the Technical Deputy Director. S/he/They will also collaborate with the program partners to ensure their appropriate resource allocation and to monitor their work. S/he will represent the Program, and PMCG as appropriate and when the Project Director is not available.



RESPONSIBILITIES


1. Ensure excellent financial management of this project by:

  • Leading the discussion of the project's annual budget.
  • Developing and maintaining systems to track and report on project expenditures, ensuring adherence to defined budget allocations, and implementing proposed changes in consultation with the project leadership team.
  • Approve budgets for activities proposed under the project -by both Council staff and partner organizations -to ensure alignment, realism, and accuracy.
  • Following established Population Council procedures for financial management and accounting.
  • Ensuring accurate and timely project staff review of financial reports prepared by the CFO's Office for submission to USAID.
  • Ensure that the financial management system adhere to USAID's policies and procedures.

2. Manage additional operational aspects of the project, including compliance with PMCG and client policies and procedures in areas such as procurement, travel, information technology, etc. through supervising and managing project staff. Responsibilities include:

  • Developing and maintaining systems to ensure that all applications received, processed and USAID approved prior to commencement.
  • Collaborating with the SMT to identify staffing needs; preparing job descriptions and consultant scopes of work; overseeing recruitment of new staff and contracting of consultants.
  • Ensuring all international travel, subawards, and procurement receive appropriate USAID approval.

3. Collaborate with the Project Director and staff to develop and monitor annual implementation plans and semi-annual progress reports, and other products and documents as required.

4. Develop and maintain systems to facilitate the conceptualization, review, approval, and ongoing monitoring and management of activities initiated under the project. Contribute to the review of activity concept notes and protocols. Collaborate with the SMG to ensure accurate and timely implementation of activities, reporting against these, and to identify and resolve operational issues.

5. Travel as needed to work with project staff on financial and operational aspects of the project, including financial management and reporting on country-level activities, and to represent the program and PMCG at meetings, events, and policy and program development fora.

6. Work with international and country collaborating partner organizations to develop work plans and budgets for their respective activities and related subawards. Review partner semi annual and financial reports. Provide support to partner organizations on subaward compliance and other operational issues as necessary.

7. Manage project organization of meetings, including with USAID, program partners, country teams, and the steering committee.

8. Contribute to synergy and efficiency in PMCG efforts through collaboration with colleagues.

9. Other duties as assigned.


QUALIFICATIONS

1. Minimum of six years of relevant experience or a comparable combination of education and experience in the social, medical, management or a related field. Candidates must have a working knowledge of USAID programs.

2. A minimum of eight years of progressively responsible positions managing the financial reporting, accountability, logistics, and operations for a complex development program or internationally funded development programs.

3. Strong knowledge of USAID policies, procedures, and regulations required.

4. Familiarity with innovation as related to program implementation related to the scale-up of evidence based practices.

5. Solid leadership, management, and staff development skills in order to effectively manage and supervise a diverse range of finance and operations staff.

6. Resident work experience in Africa and/or Asia preferred.

7. Excellent supervision, communication, and management skills to oversee administrative, finance, and accounting staff.

8. Strong organizational skills and ability to handle a heavy workload with competing priorities. Ability to work independently with minimal supervision and to also function as part of a geographically dispersed multicultural team composed of international personnel.

9. Proficiency in Microsoft Office required.

10. Fluency in English in writing, speaking, and reading.
