Deputy Title IX Coordinator (AA/EO Specialist SR)
Job description
The Deputy Title IX Coordinator will conduct initial reviews and complete investigations involving faculty, staff, and students at USU. This process will include conducting a preliminary review of the complaint, making determinations concerning the necessity of a formal investigation, interviewing relevant individuals, and reviewing documents or other evidence. The Deputy Title IX Coordinator will be expected to understand which issues are appropriate for them to resolve independently and which issues need to be referred to the Office of Equity Executive Director or the university's Title IX Coordinator.
The Deputy Title IX Coordinator will work as a member of a talented and collaborative team that fosters a university-wide culture characterized by equity and inclusion, along with an investigation process rooted in equity, fairness, and respect.
- Assist with USU’s Office of Equity efforts at all USU campuses, including USU Eastern, USU Blanding, and USU statewide campuses and centers. This position may be required to travel occasionally to USU locations within the state.
- Work with the Office of Equity Executive Director and Title IX Coordinator at USU Logan to implement and monitor the university’s response to discrimination and/or sex-based harassment incident reports related to Title IX, Title VII, and Title VI.
- Receive incident reports of discrimination and/or sex-based harassment, including sexual harassment, sexual assault, relationship violence, sex-based stalking, and discrimination based on a protected class and respond appropriately.
- Exercise independent judgment regarding the response and resolution of incident reports.
- Facilitate, within specific time constraints, alternative resolutions of Office of Equity formal complaints. Document efforts during and at the conclusion of an alternative resolution.
- Apply university policy by, among other things, conducting a prompt, equitable, and impartial investigation into formal complaints, including identifying and interviewing parties and identifying, gathering, and assessing information relevant to the investigation.
- Complete a preliminary and final report for formal investigation. Review written reports of other Office of Equity staff.
- Provide regular updates to the Office of Equity team about the case management approach, status, and progress.
- Maintain accurate and thorough investigatory records and reports in all cases, including finding(s), within the case management systems.
- Participate in administrative hearings – present evidence and procedural steps and answer questions related to the investigation process.
- Prepare materials for, assist with, and participate in appeals for discrimination cases, as necessary.
- Prepare materials for appeals in sexual misconduct cases.
- Serve as a subject matter expert on equity and diversity matters and related policies and procedures.
- Actively foster and maintain a climate that values diversity, equity, and inclusion for everyone on campus.
- Collaborate with multi-disciplinary university offices and personnel to provide information to university students, faculty, and staff.
- Assist the University in complying with obligations under Titles VI, VII, IX, VAWA/SaVE, and related laws including FERPA and the Clery Act.
- Collaborate with and maintain strong relationships with campus law enforcement and community resources related to USU.
- Assist with institutional compliance with the United States Department of Justice Resolution Agreement.
- Perform other duties as assigned.
- Juris Doctor degree.
- Demonstrated excellence in writing and analysis and ability to spot issues and to apply facts to policy.
- Ability to travel to various locations across Utah.
- Demonstrated ability to manage multiple responsibilities simultaneously and to respond effectively to competing deadlines and workflows.
- Evidence of effective spoken, written, and interpersonal communication skills, including active listening, respect, and approachability.
- Demonstrated ability to work collaboratively with diverse constituents, including but not limited to, students, staff, faculty, administrators, community partners, and law enforcement agencies.
- Juris Doctor degree plus at least two years of administrative hearing or litigation experience.
- Professional experience working with topics related to discrimination and/or sexual misconduct.
- Professional experience investigating claims, collecting information and evidence, conducting interviews, and summarizing in writing the information collected.
- Experience with case management and/or case management databases, including Maxient.
- Demonstrated ability to maintain neutrality in collecting and reviewing information related to allegations of sexual misconduct and discrimination.
- Professional experience in mediation and/or conflict resolution.
