GENERAL DUTIES: Under the direction of Detention’s Administrative staff, supervises, monitors, and evaluates detention staff, daily detention functions (e.g. hall activities, school, juvenile movement, gym, meals, etc.), facility security, reports, and the general care and security of juveniles
QUALIFICATIONS: Completion of high school diploma or equivalent at minimum; bachelor’s degree, prior supervisory experience, and previous experience with juvenile offenders is preferred; must be at least 21 years of age and possess a valid State of Ohio driver's licenses and proof of insurance.
TASKS PERFORMED:
- Responsible for maintaining the integrity and security of the Detention Facility.
- Reviews staffing needs to ensure that the required minimum staffing is provided.
- Assigns responsibilities or tasks to detention staff as necessary.
- Responsible for compliance with ACA and DYS Standards.
- Assists in staffing and scheduling issues.
- Reviews all current Juvenile Division policies and procedures, rules, and regulations and provides any recommend changes or updates to the Detention Superintendent and/or Policy Writer.
- Promptly reviews any new or revised Juvenile Division policies and procedures, rules, and regulations.
- Implements, disseminates, teaches, and enforces any new or updated Juvenile Division policies and procedures, rules, and regulations.
- Coordinates, conducts, and/or assists in the development of orientation training for new detention staff and volunteers.
- Coordinates, conducts, and/or assists in the development of in-service and other training for Detention staff and volunteers.
- Participates in in-service training, other training, and staff development activities per guidelines.
- Assists in the interviewing, screening, and evaluation of new applicants, and provides recommendations pertaining to their employment at the Detention Facility as requested.
- Monitors the functions of the physical plant and reports any problems and/or needs to the Physical Plant Manager.
- Monitors supplies (e.g. equipment, juveniles' clothing, personal hygiene items, office supplies, cleaning materials, etc.) to maintain an adequate inventory and submit requisitions to the Detention Superintendent when necessary.
- Participates in the planning for current, future, and updated supply needs.
- Completes any required supervisory reports (e.g. Supervisor's Log, Fire and Safety Inspection Report, Security Device Inventory, etc.).
- Communicates Detention staff’s requests, complaints, and/or problems to the Detention Superintendent or the Administrative Supervisor.
- Monitors and/or assists in the communication between Detention staff and Court staff, teachers, medical staff, parents, attorneys, and others.
- Reviews and evaluates detention staff reports (e.g. Daily Logs, Observation Logs, Incident Reports, Use of Force Reports, Property and Evidence Reports, Juvenile Transport Forms, etc.), and initiates follow-up and/or corrections when necessary.
- Evaluates juvenile and behavior management techniques utilized by Detention staff to ensure their compliance with Juvenile Division policies and procedures, rules, and regulations and take corrective action when necessary.
- Monitors the overall performance of detention staff for the purpose of evaluation and compliance with all Juvenile Division policies and procedures, rules, and regulations.
- Provides guidance and/or administers discipline when necessary.
- Monitors and evaluates juvenile programs and activities and recommends or implements changes when necessary.
- Ensures juvenile programs continued effectiveness and development.
- Coordinates and conducts authorized public relations tours and speeches as requested by the Detention Superintendent.
- Monitors authorized outside groups when they use the Facility.
- Ensures that all juvenile requests (e.g. medical, grievances, etc.) are forwarded to the proper location and/or person.
- Support detention staff, as needed, to maintain the effective and efficient operation of the Detention Facility.
- Assists in the transportation of juveniles outside of the facility.
- Advises the Detention Superintendent of any critical incidents, violations of procedures, or any other significant operational issues.
- Performs other duties and assignments as required by the Detention Superintendent and Assistant Superintendent.
- Conditions under which work is performed: Responsibilities and tasks are performed within a confined and secure setting; juvenile population is varied and continually changing and may exhibit violent, aggressive, and/or suicidal behaviors; interacts primarily with Detention and Court staff and juveniles; most work is generated by staff, juvenile programs, and procedure expectations; hours of work may vary with demands of the facility. May be required to operate a County vehicle.
Knowledge, skills, & abilities necessary to perform tasks: Thorough knowledge of the Detention Facility and Juvenile Court policies and procedures, the American Correctional Association standards and the Department of Youth Services standards, safety issues, security issues, medical practices and procedures, and supervisory techniques; knowledge of evaluation techniques, behavior management, and counseling techniques; ability to monitor, direct, and control groups or individual juveniles in a safe and secure manner; ability to communicate effectively and efficiently in both written and oral form; ability to demonstrate physical fitness, to recognize unusual, inappropriate, or threatening conditions and behaviors; ability to take appropriate and decisive action in the best interests of the Detention Facility, Court and/or juveniles; skilled at quickly and correctly making decisions under pressure in crisis situations.
