The State of Connecticut, Department of Developmental Services (DDS) - North Region - has a full-time 1st shift job opportunity for a Developmental Services Director of Quality Assurance, to be located in East Hartford.

The Role:
  • Oversee the North Region Quality Improvement Division
  • Possession of a valid drivers license is required
  • Incumbents in the class are required to travel
  • This position is vital to the North Region's efforts in evaluating the quality of services and supports delivered to our individuals, ensuring proper care, services, and supports are being utilized in an effective and appropriate manner
The Schedule:
  • Full-time
  • 40 hours per week
  • 1st shift
  • Monday - Friday

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services this class is accountable for directing a comprehensive program of quality assurance and monitoring regulatory compliance activities and program enhancement in public and private residential day programs.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Quality Assurance division in regulatory compliance and program enhancement;
  • Coordinates, plans and manages division activities;
  • Formulates program goals and objectives;
  • Develops or assists in development of related policy and regulations;
  • Interprets and administers pertinent laws;
  • Evaluates staff;
  • Prepares or assists in preparation of division budget;
  • Maintains contacts with individuals within and outside of division who might impact on program activities;
  • Reviews facility and community based residential and day programs for quality and recommends strategies for improvement and compliance;
  • Monitors plans and policy to conform to federal and state accreditation standards;
  • Plans and implements through research reporting and analyzing of data compiled on quality of life experienced by recipients of services;
  • Provides consultation services to professional staff, regional provider organizations and advocacy agencies regarding quality assurance operations;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • administration and modern practices associated with delivery of services to individuals with intellectual disabilities;
    • educational strategies relating to enhancement of quality of life in residential and day service environments;
    • research methods, statistical analysis and reporting of data;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree in public administration, health administration, education, management, social and human services or a related field and three (3) years of experience in a program, system or research environment for individuals with intellectual disabilities or a closely related field.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a supervisory capacity in a service delivery program or research function for individuals with intellectual disabilities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

A doctoral degree in public administration, health administration, education, management, social and human services and two (2) years of post doctoral experience in a program, system or research environment for individuals with intellectual disabilities or a closely related field may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

Preference will be given to candidates with the following experience:
  • Experience reading and interpreting the DDS mission
  • Experience with CMS Waiver requirements (Comprehensive Supports Waiver, IFS Waiver, and Employment and Day Supports Waiver)
  • Experience working with individuals with individuals with Intellectual and/or Developmental Disabilities
  • Experience relaying information to public audiences and developing measurement outcomes to prove messages are understood
  • Experience in emergency management, including development and execution of related plans
  • Experience working with quality review systems that measures personal outcomes and provider support expectations across all service delivery settings
  • Experience overseeing the process of evaluating both individuals’ experiences with services and supports, and the provider’s quality system’s effectiveness in supporting individuals to achieve positive personal outcomes
  • Experience of serving on an executive team
  • Experience working with software test methodologies, best practices and terminology
  • Experience utilizing both structured and exploratory testing techniques.
  • Experience working with Microsoft Office Suite including Outlook, Word, Teams, PowerPoint, Access and Excel
