Responsibilities

River Vista Behavioral Health sits along the bluffs overlooking the San Joaquin River, this brand new, 128-bed facility, will provide high-quality and advanced behavioral health services to residents and visitors in the Central Valley. The new hospital will employ more than 250 people, including clinicians, nurses, mental health technicians, support staff and administration.


This is a full-time/exempt, onsite position with a Monday-Friday schedule (40 hours)


We are currently seeking a forward thinking and talented Director of Human Resources to be part of our Leadership Team. The Human Resources Director, an essential member of Senior Management, is responsible for providing overall human resources generalist support for the facility, which includes recruiting for vacant positions, facilitating general employee orientations, maintaining all personnel records and files, facilitating employee benefits enrollment, providing guidance and support to supervisors with respect to employee performance management; responding to unemployment compensation correspondence, and organizing all employee activities and in-services.


QUALIFICATIONS

Education:
Bachelor’s degree in Business, Human Resources or related field. Current SPHR/PHR certification is highly preferred.
Experience: A minimum of five (5) years’ experience in Human Resources. A minimum of two years’ experience working in Human Resources within a healthcare setting highly preferred. Must have previous Supervisory or Director-Level experience.
Additional Requirements: Prefer candidates with good understanding of HR related Joint Commission Standards and be familiar with the Joint Commission Survey process. Must have excellent interpersonal and communication skills. Must have experience working with advanced applicant tracking systems (ATS). Good general computer knowledge, in Word and Excel, and ability to prepare HR reports.

PRIMARY RESPONSIBILITIES

  • Provides Human Resources generalist support to the facility by managing all personnel issues within the facility, Corporate policies and procedures and all federal and state guidelines.
  • Directs all activities related to preparing personnel-related documents for the Joint Commission surveys.
  • Directs activities related to the recruitment of all vacancies, including posting jobs, advancing applicants through the applicant tracking system (ATS), interviewing as needed, job placement, and overseeing the New Hire Orientation process.
  • Oversees and directs activities in the Human Resources Department to include preparation of personnel files and maintenance of personnel records in accordance to facility and corporate personnel policies and guidelines.
  • Oversees and directs the activities related to all pre-employment screenings to include criminal background checks, pre-employment drug screens and the I-9 identification process for all new hires per policy.
  • Conducts periodic audit of personnel files, ensuring all information is current and accurate.
  • Assists employees with guidance related to benefits enrollment and the annual open enrollment process.
  • Ensures that licensures for licensed-required positions are verified through primary source verification process upon hire and at renewal dates.
  • Provides consultation and training to facility management regarding employee relations issues, counseling and termination procedures as required.
  • Reports all personnel problem issues to the Chief Executive Officer in a timely fashion.
  • Maintains up-to-date wage and salary survey data within the relevant job market at the facility; updates salary structure and pay scales as needed or directed by the CEO.
  • Ensures the maintenance of accurate position descriptions for all positions employed at the facility and consults with CEO on all changes or new position descriptions needed.
  • Coordinates with Department Heads in maintaining all compliance issues with their staff: Competency, Performance Evaluations and Orientation and other required training.
  • Consults with Corporate Human Resources or Corporate Legal Department on all personnel matters if needed or indicated.
  • Coordinates all activities related to the Employee Dispute Resolution Process and conducts related investigations/findings in a timely manner; reports and responds to all employees with respect to findings and outcomes in a professional manner.
  • Responds quickly to all unemployment compensation claims received for prior facility personnel.
  • Provides interpretation of all facility, corporate and Personnel policies and procedures as requested by management.
  • Conducts periodic Supervisor Training and In-services related to performance management and any new policies, procedures, or other relevant topics.
  • Participates in special projects as assigned by the Chief Executive Officer.
  • Organizes special employee events, employee activities and human resources related in-service training.
  • Directs and coordinates activities related to all data entry into the HR Information Management System to include new hires, transfers, pay changes, address updates and other employee related information and changes.
  • Communicates with payroll in a timely manner regarding all personnel changes/updates/revisions.
  • Oversees the FMLA and the Leave of Absence process, per policy and applicable State and Federal Law.
  • Attends all mandated Human Resources conferences and training seminars as directed.
  • Adheres to facility, department, corporate, personnel and standard policies and procedures.
  • Attends all mandatory facility in-services and staff development activities as scheduled.
  • Adheres to facility standards concerning conduct, dress, attendance and punctuality
  • Supports facility-wide quality/performance improvement goals and objectives.
  • Maintains confidentiality of facility employees and patient information.


Talent Management- Responsible for retention and engagement of employees:

Performance Management & Supervision

  • Fosters staff development and growth of team.
  • Provides regular coaching and feedback to employees to motivate performance.
  • Completes performance evaluations providing thorough feedback and goals to assigned staff by established deadlines.
  • Coordinates and provides day-to-day oversight to staff; actively involved in resolving employee matters/issues.
  • Maintains open communication through regular rounding and one to one meetings with employees.
  • Ensures staff comply with assigned education requirement in a timely manner (i.e., CIA Training, HIPAA training, competencies, etc.).
  • Responsible for holding staff accountable with upholding facility policies/procedures and managing the corrective action process when needed.

Recruitment & Retention

  • Responsible for hiring, onboarding, and promotions for all staff within the team.
  • Maintains accurate job descriptions/evaluative tools for assigned staff.
  • Completes new-hire touch points in accordance with the facility’s Onboarding Plan.
  • Actively participates and champions the facility’s Service Excellence and Recognition Programs.
  • Develops team building initiatives to engage staff and build a positive team dynamic.

As a member of Senior Leadership, will provide regularly scheduled AOC duties, hospital rounding and other administration mentoring opportunities.

PHYSICAL, MENTAL, AND SPECIAL DEMANDS

  • Ability to work a minimum of a 40 hour week.
  • Ability to sit for long periods, up to 8 hours.

  • Ability to push and pull up to 10 lbs. (File cabinet drawers, computer paper boxes).
  • Ability to see well enough to read handwritten and typewritten material.
  • Ability to lift and carry up to 25 pounds dead weight to move or transfer file boxes.
  • Ability to retrieve files from bottom shelves and drawers and the ability to move boxes of paper and forms to the computer printer (done up to 15 times daily).
  • Ability to reach, turn and twist above and below the waist daily to retrieve files from top shelves to get office supplies from upper shelves in supply closet (done up to 20 times per day).
  • Ability to stand and walk daily to retrieve forms/supplies for department.
  • Ability to hear and speak well enough to answer and communicate effectively.
  • Ability to spend 10% of working time outside in temperature varying from -0oF to 110oF.
  • Ability to spend 90% working time in environment of continuous moderate voices and office machine noise typical for office/healthcare atmosphere.
  • Ability to handle a variety of repetitive tasks.

: A strong knowledge of The Joint Commission, HCFA, OSHA regulations, and patient rights standards and all other applicable federal and state laws and regulations governing mental health care facilities.
