Works under the general direction of the Associate Commissioner for Program Operations of the Department of State Health Services (DSHS). Performs complex managerial work leading the day-to-day operations of the agency, which includes functions relating to the department’s support operations such as printing services, copy center, graphics, asset management, fleet management, publication management (automated mail), building services, space management, information center, and various administrative services.
Responsibilities include: directing the department’s support operations; serving as liaison to and coordinating with the Health and Human Services Commission (HHSC) on consolidated administrative functions regarding service level agreements, performance issues, purchasing, strategic planning, business services, and space planning including facility management and leasing; coordinating with Texas Facilities Commission (TFC) on issues related to building services; leading the ongoing operations of the department’s support services; developing and implementing best practices; establishing quality assurance and performance measurement tools; developing and managing administrative budgets; and ensuring effective utilization of resources and continuous improvement of customer service levels. Works under minimal supervision with considerable latitude for use of initiative and independent judgment.
EJF 1. Provides overall vision, leadership, and strategic direction to the agency. Directs the overall planning, implementation, coordination, and evaluation of section policy and budgets to promote effective administration and delivery of the department’s support operations such as printing services, copy center, graphics, asset management, fleet management, publication management (automated mail), building services, space management, information center and various administrative services. (20%)
EJF 2. Plans, implements, and provides diverse services to support programs in meeting department objectives. Makes section management decisions affecting service delivery and a large number of internal and external customers/ stakeholders. Advises, consults, and works with customers in identifying customer needs in support service areas, developing those services, and evaluating the section’s performance in meeting the needs. Reviews and evaluates impact of proposed federal and state laws on department operations. Monitors department compliance with regulations and standards. Develops and or manages contracts relevant to support operations. (25%)
EJF 3. Serves as liaison to and coordinates with the Health and Human Services Commission (HHSC) on consolidated administrative functions regarding service level agreements, purchasing, strategic planning, business services, and space planning including facility management and leasing. Coordinates with Texas Facilities Commission (TFC) on issues related to building services. (20%)
EJF 4. Provides information, counsel, and assistance to executive management on support operations issues. Facilitates the formulation, review and implementation of agency policies and operational rules and procedures essential to the efficient and effective administration of support services activities, taking into account applicable legislative mandates, state and federal laws, and customer service issues. (10%)
EJF 5. Leads the operations of the agency consistent with department and HHSC direction. Directs and assesses the evaluation of support operations services and implements or recommends improvements. Implements customer service and organizational improvement principles, develops new approaches to effect change management in response to evolving needs of the department. (10%)
EJF 6. Manages the support operations budget including providing input on budget development, staff allocations, and recommendations for effective and efficient use of resources. (5%)
EJF 7. Represents the department by making presentations, providing information and testimony, collaborating with customers, other state agencies, and federal partners. Responds to requests by legislators and other public officials. (5%)
EJF 8. Manages and develops staff through review of performance data, consultation, training, and performance appraisal. Responsible for hiring and dismissal, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave. (5%)
Knowledge of:

Graduation from an accredited college or university in business, public administration or other related field. Plus, four (4) years’ experience in the following:
(1) working with policies, procedures, federal and state laws and regulations;
(2) developing and implementing strategic plans and budgets;
(3) evaluating policies, procedures and programs;
(4) working collaboratively and cooperatively with diverse groups;
(5) managing multiple and competing priorities; and
(6) providing leadership, guidance, and direction to professional level staff.
Four years additional related experience may substitute for education on a year for year basis.

Agency salary policy, budget and candidate’s qualifications will dictate final salary offer.
Applicants must have the ability and willingness to work core business hours, Monday through Friday from 8:00 AM – 5:00 PM, with flexibility for overtime during peak workloads and during legislative session.
This position’s ability to telework will be determined by agency and division telework policies. This position may be able to telework on a part-time basis, but will be required to come into the office, as directed, to fulfill essential job functions.
This position is set-up as temporary. Upon hire, the selected candidate will be required to sign a Temporary Employment Agreement indicating awareness that the employment status of the position is temporary, per human resource policy requirements. The candidate selected for this position will be moved into the position permanently in 2023.
