Due to expansion in Bangor and Belfast, VOA is seeking a BH Director to support our mission driven work. The Regional Director will provide oversight of all operations in assigned residential homes, serving individuals who have chronic mental illness.
The exceptional candidate will have experience in developing Managers with a strengths-based approach and with the ability to drive accountability towards current goals. The candidate will possess highly developed skills in active listening, situational management, and coaching/mentoring. The preferred candidate will be solution focused and collaborative.

Position Overview: The Director of Behavioral Health Services will ensure that all assigned programs are appropriate to the clientele, meet professional and regulatory standards of practice, are consistent with VOA, Northern New England’s philosophy, and are fiscally viable. The incumbent is responsible for the oversight of all day-to-day operations for effective mental health services. Duties include the coordination of program components, consistent and thoughtful Manager supervision, support, and training, and multi-site management. The Director of Behavioral Health Services will comply with all VOA, Northern New England policies and procedures, funding source contracts, and compliance of licensure and regulatory requirements.
Duties and Responsibilities. The following duties and responsibilities reflect those the incumbent will be asked to perform:
1. Organizational leadership and management
- Act as an effective member of the Leadership Team and other committees, as assigned
- Work as a senior member of the leadership team to help shape positive agency culture and values. Exemplify agency leadership ideals including commitment to diversity, equity and inclusion.
- Model behaviors that are consistent with agency mission, policies and procedures and ensure that staff operate in accordance with the same
- Ensure that all certification and licensing requirements are met in assigned programs, and work in collaboration across the agency to ensure consistency in service provision within the BH service line
- Develop and maintain strong, positive working relationship with Office of Behavioral Services, DHSS Licensing, MaineCare, State Psychiatric Hospitals, and other funding agencies
2. Program management
- Provide oversight in the shaping and training of frontline staff members, monitor staff performance through on-site program visits, and support ongoing staff retention efforts
- Focus on quality of services through continuous collaboration with COO, VP of Behavioral Health & Disability Services, and Quality Improvement Manager
- Ensure consumer needs are met in compliance with regulations and internal policies and procedures
- Coordinate admissions, transfers, and discharges into mental health services; coordinate consumer eligibility documentation
- Work closely with the Agency Clinical Director and clinical team to ensure effectiveness of services, monitor specific consumer needs as part of an interdisciplinary treatment team, and provide support in the development of solutions
- Maintain awareness of all systems utilized for programs and ensure appropriateness of systems for service provision
- Foster continued cohesion across programs and with all administrative departments to include IT, Finance, HR, and Housing
3. Financial management
- Support to develop and monitor program budgets, monitor overtime in programs, and support solutions to reduce costs
- Ensure timely and comprehensive reporting to funding sources, national office, and other bodies as appropriate and required
- Approve and monitor all program expenses, and act as a primary authorizer of program expenditures up to $1,000,
4. Manager development and supervision
- Support and develop a team of professional managers to fulfill all program objectives; complete hiring of vacant management positions, as needed
- Provide regular feedback to direct reports; conduct prescribed performance appraisals, meet consistently to support individual development needs, be responsive to support in emergent situations, and assist managers to identify and meet professional goals
- Plan for future staffing needs; develop internal staff, and recruit externally to strengthen staff capability and create a future bench for agency leadership positions
- Support Managers to recruit, screen, hire, orient, and discipline staff in accord with all policies and procedures
5. Other duties
- Participate and contribute to other activities or duties as assigned
Reporting / Supervisory Responsibility:
1. Reports to: VP Behavioral Health and Disability Services
2. Direct Reports: Program Managers
Education, Experience, and Qualifications:
- Prefer Master’s degree in Social Work, Human Services, or Psychology, with a specialty in mental health or related disabilities. A Bachelor’s degree in a related field will be considered depending on experience
- Minimum 5 years’ experience working with people with chronic mental health diagnoses is required
- Experience with multi-site management, licensure requirements, and related funding sources desirable
- Minimum 7 years in direct supervision, training and development of managers, supervisors or frontline staff is required
- Strong professional ethics, expertise related to serving individuals with mental health diagnoses, and a strong commitment to the principles of inclusion and individual services is required
- Well honed writing, computer, and oral communications skills are assumed
This is a full-time, exempt position (salaried).
Job Type: Full-time
Pay: $68,000.00 - $72,000.00 per year
