Job Title: Director of Clinical Services

Reports To: Executive Director

Type: Full-Time

Purpose

The Director of Clinical Services, under the supervision of the Executive Director, leads, organizes, manages, and directs the clinical operations of The Haven, ensuring that the work performed is in accordance with recognized best practices, approved organization policies, ADHS, CARF, and contractual agreements. The Director of Clinical Services supports the Executive Director and the Executive Leadership Team, to ensure that the mission and values of The Haven are accomplished while also ensuring financial and clinical viability of its programs and services. The Haven endorses a trauma-informed care approach and a medical model of SUD and co-occurring disorder treatment.

Essential Functions

  • With other members of the Executive Leadership Team, ensures a positive and cohesive leadership culture that creates conditions and opportunities for staff and clients to thrive.

  • Informs, advises, and participates on the Executive Leadership Team as an expert in behavioral health treatment delivery and business administration.
  • Ensures that agency policies, procedures, and plans are successfully implemented as prescribed by the governing board, licensing, funders, regulatory bodies, and accrediting organizations
  • Designs, secures funding for, and provides oversight of prevention, health promotion, assessment/intake, treatment and aftercare programs and services that adhere to evidenced-based and/or promising practices. Provides clinical and administrative oversight of implementation, evaluation, and reporting.
  • Demonstrates attitudinal alignment and collaboration with the Executive Leadership Team and agency goals.
  • Oversees the development and implementation of all policies and procedures for clients and clinical service delivery. Participates in the development and/or review of other agency policies and procedures, as needed.
  • In collaboration with Executive Leadership Team, ensures the development and implementation of agency-wide plans, and reporting on progress to various stakeholders. Examples including risk management, health and safety, IT, cultural competency and diversity, and strategic plans.
  • In conjunction with the Director of Finance and the Executive Leadership Team assists in the annual preparation of the operating budget for review and approval by the board of directors.
  • Financially aware of costs and funding associated with operations and is fiscally responsible and accountable to the budget overall, but especially assigned cost centers.
  • Demonstrates detailed knowledge of contractual agreements between subcontractors and other businesses as they relate to business and scope of responsibility.
  • Supervises clinical Program Managers and Assessment Team. Demonstrates effective delegation and monitoring progress.
  • Effectively and efficiently organizes people and resources toward the pursuit of The Haven’s objectives
  • Performs monthly one on one administrative supervision sessions with each direct report.
  • Demonstrates effective and appropriate discipline strategies.
  • In conjunction with the Medical Director, provides direction to the nursing staff
  • Obtains and demonstrates knowledge and application of the cultural situations involved in the interaction with service recipients, program participants, colleagues, and other stakeholders.
  • Demonstrates proper general business boundaries, ethics, and avoidance of harassment toward personnel and/or service recipients and can verbalize the proper reporting of violations to supervisor, Board of Directors, or outside agency.
  • Represents The Haven at professional and networking functions, fundraising and community events, and board functions to ensure the organization has positive visibility in local, state, and federal levels.
  • Provides 24/7 on-call support to all Haven clinical staff, per the on-call schedule
  • Provides, or ensures provision of, documented clinical supervision for unlicensed clinicians or personnel with associates level licenses, in accordance with the Arizona Board of Behavioral Health Examiners (AzBBHE).
  • Coordinates all Haven’s internship recruitment & placements and ensures documented administrative and clinical supervision of interns.
  • Provides and promotes excellent customer services
  • When clinically indicated, attends client reviews, staffing, and ART meetings
  • Participates in the annual audit and reviews clinical findings with appropriate staff and board members before final presentation to the Board of Directors.
  • Demonstrates effective recruitment and employee engagement practices. Placement of the right employees in the right positions.
  • Is engaging and orients new staff into The Haven. Is attentive and supportive in their success.
  • Effectively develops and trains clinical services staff, interns, and volunteers to perform in all aspects of their jobs/placements.
  • Demonstrates effective delegation and monitoring of progress
  • Provides clear direction and sets clear expectations
  • Possesses working knowledge of basic HR, policies, procedures, and processes
  • Holds clinical staff members accountable for performance expectations in a supportive manner
  • Performs performance evaluations in a timely manner
  • In conjunction with the Human Resources Director and Executive Leadership Team, makes recommendations regarding requirements for additional staff positions, staff restructuring, and staff salaries
  • Initiates and maintains a good working relationship with current funding sources and continually seeks new funding sources.
  • Oversees the writing and submission of grant and contract applications, in close coordination with the Director of Finance and the Executive Leadership Team. In collaboration with Communications and Development, ensures clinical staff across the organization adhere to The Haven’s branding guidelines with internal and external stakeholders
  • Recognize and respond to a fire, disaster, hazard, and/or medical emergency when necessary
  • Demonstrates collaborative relationship building and uses effective interpersonal skills
  • Demonstrates effective communication skills, i.e., verbal, written, internal, external, vertical, and horizontal
  • Works effectively with others and contributes toward achieving group objectives
  • Maintains confidentiality of all persons’ served and personnel’s information including verbal, electronic and print media
  • Interact with all levels of The Haven’s personnel in a professional, respectful, and cooperative manner

Other Duties and Responsibilities

  • Reviews billing, data, compliance, and HR functions in conjunction with relevant staff
  • Attends collaborators meeting as required by grants and contracts, and as assigned by the Executive Director
  • Addresses client concerns as necessary
  • Reviews relevant grants and contract information
  • Provides reports as needed to the Board of Directors
  • Performs other related duties as assigned by the Executive Director or designee

Qualifications

  • Independently licensed by the Arizona Board of Behavioral Health Examiners
  • LCSW or LPC is preferred
  • Must possess a master’s degree in a behavioral health field
  • 6 or more years of direct clinical experience
  • 10 or more years of progressively responsible management and leadership experience OR a minimum of 3 years’ experience in executive leadership positions (ex. Sr. Director, Executive Director, VP, COO, CCO).
  • In depth knowledge of diverse business functions and principles (e.g., finance, customer service, human resources, performance improvement and planning, and more)
  • Strong working knowledge of data analysis and performance/operation metrics
  • Ability to communicate effectively with clients, staff, leadership, and partner agencies in the community
  • 6 or more years of successful budget management and oversight.
  • Ability and desire to speak and make presentations in public
  • Experience working with the AHCCCS system and Medicaid populations
  • Possess basic knowledge of laws, licensure, and accreditation requirements
  • Knowledge of culturally appropriate services for diverse populations
  • Knowledge of counseling, substance use, and mental health prevention and treatment models
  • Knowledge of substance use disorder and co-occurring diagnosis and the dynamics of addictive behaviors
  • High level of understanding of forward-thinking models of community mobilization, prevention services, and treatment delivery, including technology
  • Possess or ability to obtain a Level 1 Fingerprint Clearance Card
  • Successful grants and contracts development and administration experience preferred.
  • History of innovation and imaginative program development preferred.
