Synopsis:

The Director of Grants and Contracts is responsible for strategizing, planning, and executing a Grants and Contracts program that generates over 8 million dollars in revenue annually for the organization. The program includes a robust portfolio of federal, state, local, corporate, and privately funded grants supporting La Clínica’s essential health programs and services. Grants and Contracts revenue is La Clínica’s primary revenue stream, making up more than 50% of La Clínica’s total revenue.

As a member of the organization’s leadership team the Director of Grants and Contracts works closely with the Executive team by identifying funding and partnership opportunities and developing strategies to sustainably grow revenue through grants and contracts that meet the funding needs across La Clínica’s many programs and departments. Core programs and services include patient services, mental health and behavioral health services, health equity, prevention and navigation for chronic illnesses, health promotion, LGBTQ health, sexual health, health equity and language access, among others.

The Director is a key player to the successful integration of programs, finances, and development and will be directly responsible for processes and workflows that ensure the high quality of contracts and grants administration and compliance with legal and funding requirements across programs. The Director’s proven experience writing proposals, leading relationships, and monitoring progress across federal, local, and private funders will ensure competitive grant proposals and contracts that meet deliverables and reporting schedules.

Additionally, the Director comes with significant knowledge of health systems, nonprofit finance, compliance, and program management and plays a vital role in collaboratively building funding strategies for La Clínica’s programs that advance their long-range sustainability. The Director is also primarily responsible for the overall financial management of the Grants and Contracts program, which entails program-level expenses and, more broadly, the oversight of annual revenue budgeted for, and generated by, their core team.

The Director will have deputy functions in the absence of the Chief Development Officer and will have significant responsibility for oversight and accountability of the department’s budget and management.


Qualifications:
Required Education and Experience:

  • Bachelor’s degree in Humanities, Administration, International Studies, or related field.
  • Minimum 5 years of experience of increasing responsibilities and complexities in grant writing and grant administration; including a minimum of 3 years managing Federal grants (HRSA, SAMSHA, CDC).
  • Minimum 5 years of prior supervisory/management experience.
  • Experience developing, managing, and tracking budgets.
  • Experience working with external partners, vendors, and funders with a record of successful outcomes.
  • Experience working within a community health organization, Federally Qualified Health Centers, and/or public health organization.

Preferred Education and Experience:

  • Master’s Degree in Nonprofit Management, Public Administration, Public Health, or a related field.
  • Experience working with funders and partners in the DC Metro Area.
  • Demonstrated expertise in formulating and implementing policies and procedures and standards of operations.

  • Demonstrated ability to supervise and motivate staff and delegate effectively to achieve objectives and deadlines.
  • Experience developing and delivering training.
  • Ability to complete some work outside of traditional business hours; ability to travel to off-site venues for meetings and events.
  • Proficiency in MS Office (Advanced in Excel) and Federal, state, and foundation online grants management portals (ie. HRSA’s EHB, Fluxx, Grants.gov, EGMS, etc.).

Duties and Responsibilities
:

  • Responsible for the administrative oversight of 100+ grants and contracts that make up an annual revenue stream of over $8 million. Responsible for direct administrative oversight of our HRSA 330 funding.
  • Write and/or manage the application process for federal, local, state, corporate, and private grant applications, and contract responses to support La Clínica’s programmatic priorities and growth.
  • Provides leadership and guidance to programmatic staff on implementation of awarded grants and contracts, including designing and delivering training as necessary.
  • Designs short and long-term strategic planning in the development of the organization’s grants and contracts revenue goals and annual goal setting that align with the organization’s strategic plan.
  • Directs ongoing prospecting, identifies funding opportunities, researches trends, and provides recommendations for funding that should be pursued.
  • Works with the Executive Team to assess grant prospects and cultivate relationships with new potential funding sources. Leads relationship development with external stakeholders and partners for specific projects and programs, aligning with programmatic priorities.
  • Oversees the creation of the annual Grants and Contracts Pipeline to inform institutional budget revenue projections and management of the Pipeline throughout the year.
  • Regularly reviews revenue and performance data to report on current win rates, funding status, expenses, FTE coverage, and priority funding areas; informs Directors of potential funding shortfalls and collaborates to develop plans of action to mitigate funding gaps.
  • Works in partnership with the Development team on strategies to leverage individuals and corporations who give through family foundations, grants, or sponsorships.
  • Oversees quality of all proposals for submission and standardizes systems to ensure compliance with all policies, procedures, and regulations required by granting agencies.
  • Establishes and maintains a strong working relationship with the finance department to support and advise on the buildup of proposal budgets, makes recommendations for budget modifications, provides accurate grant allocation guidelines, and supports budget monitoring and financial compliance of funded programs.
  • Monitors spending to ensure correct invoicing and spending in line with grant agreements.
  • Leads cross-departmental meetings between Grants and Contracts unit staff, program staff, and finance staff; serves on designated internal committees as required.
  • Leads relationships with major private and public funders; ensures timely follow up with agencies for award and funding, negotiates complex opportunities and awards, and coordinates cross-departmental site visits with funders.
  • In collaboration with Senior Leadership proactively develops language and products describing and quantifying value of La Clinica’s community-level strategies could include funding cases, concept papers, white papers, abstracts, and logic models that position La Clinica for beneficial partnerships and funding opportunities.
  • Establishes and evaluates processes, tools, and systems to ensure high performance, quality, and efficiency of work across the unit and teams.
  • Acts as a spokesperson for La Clinica at external events and speaking engagements as needed; ability to articulate organization functions, priorities, and areas of need with conviction.
  • Conducts administrative functions such as scheduling, timesheets, invoices, and other ad hoc duties, as necessary.
  • Perform other related duties as assigned.


Supervisory Responsibilities:

  • Regularly meets with the CDO to review staff work plans and assignments.
  • Provides direct supervision and management to Grant and Contract staff; including training and coaching plans, performance, and execution of work plans and priorities to meet deadlines and unit goals.
  • Develop direct reports, build staff capacity, and make staffing recommendations for the grants and contracts infrastructure to meet the evolving needs of the organization and external funding trends.
  • Recruits, interviews, hires, and trains new staff.
  • Procures and oversees external Contractors, as needed, to support the Grants and Contracts unit.
  • Provides constructive and timely performance evaluations
  • Handles discipline and termination of employees in accordance with company policy
