Purpose of job

The purpose of this job is to plan, direct, budget, and manage the activities of the Athens-Clarke County Housing and Community Development Department to provide programs which support individuals, families and the community. Identifies and develops opportunities for new development and preservation of existing affordable housing in working with external development partners.

Duties and responsibilities include, but are not limited to, identifying community needs, analyzing problems, designing programs and solutions to address those issues, and performing additional tasks as assigned. The Housing and Community Development Department serves as a conduit for federal, state and local resources used to fund the creation and rehabilitation of affordable housing, services for disadvantaged populations, and activities that promote economic mobility among residents in Athens-Clarke County.

Minimum Training & Experience Required to Perform Essential Job Functions


Bachelor's degree in Urban Planning, Sociology, Public Administration, Business Administration or a closely related field with six years of experience in human service, economic development, housing and community development required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Four years of supervisory experience required.

Master's Degree preferred.

Must possess a valid driver's license.

Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.Duties and responsibilities include, but are not limited to:


Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.

Facilitates the development of two community strategies related to affordable housing and homelessness.

Receives, evaluates, and compiles management and statistical data to monitor and document the effectiveness of programs; documents needs for continued funding of programs; should make recommendations related to any needed modification of programmatic offerings.

Identifies and develops opportunities for new development and preservation of existing affordable housing in working with external development partners

Develops data bases and management information which monitor physical housing stock, employment trends, and job skill requirements to identify needs and develop corresponding programs to address identified problem areas.

Provides direction to the Housing and Community Development Department staff by establishing clear and attainable goals for diverse programs; measures activities, outcomes and performance of the department and sub-recipient agencies.

Directs and guides division managers and staff in developing goals and objectives for performance-based management of programs according to guidelines and regulations of funding source agencies and the directives of the Athens-Clarke County Manager.

Interviews, makes hiring decisions, and evaluates performance of assigned positions engaged in housing, economic development, human services and physical projects.

Ensures policy and regulatory compliance with U.S. Department of Housing and Urban Development (HUD) and state agency contract documents and policies.

Responsible for coordinating the development and providing staff support for Consolidated Plan and Annual Performance Report for Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) funding.
Responsible for coordinating the Athens Georgia Initiative for Community Housing (GICH) Committee to implement Athens-Clarke County's affordable housing strategy.

Reviews grant applications for federal and state funds to ensure consistency with the Consolidated Plan for projects related the priorities within the Consolidated Plan(i.e. Athens Housing Authority, etc.).

Administers multiple funding sources; develops and administers department operations budget; monitors expenditures; approves purchases and requisitions to ensure the use of funds are in compliance with funding source requirements.

Develops and maintains good working relations with community, public and private agencies; makes presentations to community groups and commissioners; works with media; resolves complaints and responds to questions posed by clients and/or the general public.
Facilitates a collaborative process with housing and service providers, as well as other stakeholders, to gather and use data to monitor, evaluate, and improve program effectiveness and efficiency;

Coordinates with Athens-Clarke County Homeless Coalition and related stakeholders to implement the strategic plan to end and reduce homelessness in Athens-Clarke County.

Serves as the primary contact and oversees the American Rescue Plan Act (ARPA) funds for the entire Unified Government of Athens-Clarke County.

Responsible for the administrative oversight of the contract related to the Sanctioned Homeless Encampment.

Coordinates strategic efforts and serves as the primary point of contact for the Unified Government of Athens-Clarke County Land Bank Authority.


Builds capacity among decision-makers for recognition of the housing needs, equity, and opportunities during the development process. This task is coordinated through internal and external communication, training and technical assistance, works with stakeholders from multiple internal and external sectors such as local government agencies, business/chambers of commerce, community-based organizations, and non-profit organizations as partners in affordable housing development.

Works with stakeholder groups, including department and office management, governing bodies, and advisory groups to identify policy and procedures issues that need to be addressed to advance the mission of the department

Works to implement the Communitywide Housing Strategic Plan.

Performs other duties as assigned.


Knowledge of public administration, housing, real estate, and grant management principles and practices.


Knowledge of federal, state and local funding sources available for housing, economic development, public facilities and human services for the economically disadvantaged.

Knowledge of general business principles including: development finance, budgeting, and basic grant development techniques.

Knowledge of regulatory agency compliance issues and processes. Specifically, knowledge of existing compliance issues, HUD regulations, and process to address identified agency compliance issues.

Ability to formulate goals, identify needs, develop and implement strategies and conduct research.

Ability to formulate grant applications and interpret grant contracts.

Ability to prepare and deliver public presentations and to communicate effectively with citizens and diverse special interest groups.

Ability to establish and maintain effective working relationships with the general public, news media, elected officials, and appointed boards.

Ability to direct and manage a professional staff and to coordinate performance-based benchmarks.

Ability to develop programs strategically in response to identified community needs,

Ability to use a personal computer, calculator, fax machine, and telephone.

Knowledge of the issues relating to public and private participation in real estate acquisition/sale, financing and construction;

Knowledge of federally-assisted residential property management operations.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, overhead projector, engineer scale, architect scale and calculator.
