Position Summary:
Under limited supervision, assists the Executive Director of Human Resources in accomplishing the Human Resources Office’s strategic objectives by planning, organizing and supervising all functions required to operate and maintain departmental activities and services; ensures the efficient and effective delivery of direct and indirect services provided by the Human Resources Office.
The work is normally reviewed upon completion to ensure compliance with general organization/department goals, policies and procedures. Major work activities are covered by procedures or guidelines permitting flexibility in selecting methods to utilize and procedures to follow, determination of work priorities, and the planning and coordination of projects.
Essential Duties and Responsibilities:
- Improves staff effectiveness by coaching, counseling, training and recommending disciplinary action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.
- Assists with recruitment and employment; compensation and benefits; automated and manual record-keeping systems; and performance development and evaluation programs are conducted in accordance with established laws, regulations, policies and procedures, and maintains confidentiality of all privileged information.
- Assists with a strategic plan for all Human Resources functions, including recruitment and employment, compensation and benefits, personnel records, information systems and performance development and evaluation programs, safety and training.
- Provides assistance to the Executive Director of Human Resources’ in Human Resources’ goals, objectives, policies and procedures in accordance with strategic plan.
- Assists with the development, update, and implements the Tohono O’odham Nation Personnel policies, procedures and programs, in compliance with the Constitution and other applicable laws, rules and ordinances; ensures the Nation’s Human Resources policies, procedures and programs meets the needs of the Nation.
- Assists with the Human Resources’ financial objectives by establishing and monitoring budgets and expenditures.
- Keeps leadership and other departments informed of status of activities by attending meetings and submitting reports.
- Ensures availability of Human Resources consultation for all departments regarding recruitment and employment, compensation and benefits, record-keeping systems, performance development and evaluation programs, and other related Human Resources functions.
- Consults with the Human Resources Executive Director on extraordinary employee issues; recommends resolution of escalated employee grievances to the Human Resources Executive Director.
- Stays abreast of new technologies and principles by conducting research; attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
- Hosts regular staff meetings to ensure communication among personnel regarding program related activities.
- Contributes to departmental effectiveness by identifying short-term and long-range issues and goals that must be addressed; providing information and commentary pertinent to deliberations; recommending options and courses of actions; implementing directives.
- Assists with Human Resources annual program evaluation and assessments of program components and staff according to established policies, procedures and regulations.
- Performs other job related duties as assigned and contributes to a team effort.
