To help us achieve our goals of being the "best in class’, we have an exciting opportunity for an experienced candidate to join our team in the newly created position of Director of Procurement and General Services where, as a member of the executive team, you will direct the planning, staffing, budgeting, and execution of the agency’s procurement and general services programs.

Minimum Qualifications
At a minimum, the qualified applicant will possess:
  • Extensive knowledge of procurement law and regulations (e.g., APSMM, VPPA and VITA Buy IT manual); procurement principles and practices, including approved methods of procurement, supplier diversity requirements, specification package development, contract management and administration principles, small purchase programs, inventory control and surplus property guidelines, and mail distribution functions
  • Considerable knowledge of applicable laws and regulations, policies and procedures, practices and methods related to facilities and real estate management and maintenance
  • Considerable knowledge of space and resource allocation, capital outlay, contracting and leasing, emergency planning and continuity of operations, building access, security and construction requirements (e.g., Virginia Uniform Statewide Building Code, life safety code, and applicable National Fire Protection Association codes), and applicable portions of the Americans with Disabilities Act and Occupational Safety and Health Administration (OSHA) regulations
  • Strong leadership, project management, oral and written communication, analytical, and computer skills (software applications for databases, word processing, and spreadsheets)
  • Demonstrated ability to work well with staff, other state agencies, vendors, and the public
  • Demonstrated ability to manage staff, assigned program areas, and budget
  • Ability to review and approve contract and construction documents.
  • Ability to interpret and apply policies, rules, and regulations
  • Ability to negotiate effectively, collect, analyze and report data, and develop and implement policies and procedures
  • Ability to review, interpret, and utilize construction documents and industry communications such as contract specifications, schematics, design layouts, and blueprints
  • Ability to evaluate contractor compliance and performance, and use equipment and tools related to assigned trade areas, as necessary


Preferred Qualifications
In addition, preferred candidates will have:
  • A college degree in business administration, management, procurement, architecture, engineering, property management or related area or an equivalent combination of training and experience.
  • Progressively responsible experience managing procurement and general service programs, and advanced procurement certification (e.g., Virginia Contracting Master, Certified Professional Public Buyer/Officer, Certified Professional in Supply Management/Supplier Diversity, Certified Purchasing Professional, and/or Certified Professional Purchasing Manager).

Special Requirements
The selected candidate must successfully pass a comprehensive fingerprint-based FBI background investigation.

Must be willing to travel statewide to oversee projects; possess valid Driver’s License; and possess and maintain Virginia Contract Officer designation.

Completion of Statement of Economic Interests form required annually and mandated training.
