MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.
POSITION OVERVIEW:
The Communications Division is responsible for telling the story of the Texas Education Agency, promoting its brand, and ensuring we are effectively informing the public and stakeholders. This position supports the mission of the Texas Education Agency to improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.
The Director of Stakeholder Strategy and Engagement will support the Executive Director of Communications to create a stakeholder strategy that effectively reaches multiple audiences to drive awareness, engagement, and feedback on a variety of priority TEA initiatives. This position is responsible for identifying high priority projects that require a strategic communications and engagement plan and partnering with the content owners across the agency to understand messaging, co-develop content, partner with production to identify key data visualization elements and ensures projects meet a quality bar for user-centered communications and has mechanisms in place to track its success.
This position will propose, develop, and refine the outreach strategy for various initiatives including the development of strategic stakeholder partnerships within TEA, across Texas school districts and charter schools, and with other stakeholders across the state. This position will manage the process of engagement and direct outreach for TEA and will work with cross-agency leaders tasked with program-specific stakeholder engagement to maximize efforts to build awareness, identify collaboration and integration points, and jointly manage towards performance metrics. This position reports to the Executive Director of Communications.

ESSENTIAL FUNCTIONS:
• Stakeholder Engagement Strategy: Develop strategies that effectively reach multiple audiences to drive awareness, engagement, and feedback on a variety of priority TEA initiatives. This includes identifying stakeholder needs, developing marketing and communications strategy to segment stakeholders, developing initiative value propositions and messaging, and delivery through strategic channels.
• Coordinate stakeholder engagement processes: Build systems and manage the process of engagement and direct outreach for TEA and collaborate across the agency with leaders tasked with program specific stakeholder engagement to maximize efforts to build awareness, identify collaboration and integration points, and jointly manage towards priority initiative performance metrics.
• Manage select and critical external communication processes: Oversee agency newsletters, To the Administrator Addressed (TAA) distribution, and preparation for monthly Commissioner Superintendent calls, among other field-facing communications work.
• Special Projects: Identify and lead high priority projects that require a strategic communications and engagement plan. Partner with the content owner to understand the messaging, co-develop content, partner with production to identify key data visualization elements that will clearly communicate the message, and ensures priority projects meets a quality bar for user-centered communications and has mechanisms in place to track its success.
MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited four-year college or university
Experience: At least [5] years of experience in Communications, Political Science, Education, Public Service, Public Administration, Marketing, Journalism, or a communications-related field
Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis
- Experience public-speaking and communicating.
- Knowledge of a diverse set of groups, audiences.
- Experience engaging stakeholder groups and relationship-building to tell stories, promote initiatives, and strengthen audience engagement highly preferred.
- Knowledge of news and communications media and social media and how engagement happens.
- Ability to use current technology applicable to writing, editing and developing digital content, including Microsoft Office Suite and CRM systems.
- Ability to design outreach plans and materials
- Strong written and verbal communications skills
- Experience supervising staff
- A desire to self-reflect, give/receive feedback and continuously improve
- Ability to engage in collaborative, results-oriented team environment
- Highly organized; ability to manage multiple projects at once and meet deadlines
- Experience in state government and communications a plus
- Ability to maintain the strictest of confidentiality and to use discretion and judgment when presenting information on behalf of the agency
