Summary

The Director of the Department of Workforce Development is responsible for the overall management, implementation and oversight of federal, state and locally funded programs and services administered by the department. This position will work closely with the department's senior management staff and will provide overall leadership and direction to professional and support staff employed by the department.

Essential Duties
  • Provide leadership and direction to staff while creating an environment that encourages innovative thinking among staff.
  • Prepare annual staff performance evaluations.
  • Serve as the Director of the Chester County Workforce Development Board and facilitate regularly scheduled Board meetings every other month.
  • Provide updates and recommendations on Workforce Development Policy to members and County Commissioners.
  • Provide staff support for the Workforce Development Board to develop a Local and Regional Strategic Plan for Workforce Development.
  • Assist the Workforce Development Board in its responsibility to identify, certify and evaluate annually the PA CareerLink – Chester County.
  • Represent the Department and/or County Commissioners at various department-related federal, state and local community events that are complimentary to the department's mission.
  • Oversee the development of the department's annual budget and the efficient operation of the financial management system and annual audit.
  • Oversee the development and efficient operation of the department’s client records management and reporting systems.
  • Oversee the development and efficient operation of the department's Request for Proposals process to ensure a selection of service provider systems that conform to regulatory guidelines.
  • Oversee the development and efficient operation of the department's contracting system to ensure compliance with federal, state and local requirements.
  • Oversee the submission of annual plans and discretionary applications for receipt of formula and competitive funds from various state and federal initiatives.
  • Review compliance with the legislative mandates of grant funds received to ensure allowable local uses of the funds.
  • Forge and maintain partnerships with private, public and non-profit groups throughout the county.
  • Coordinate the utilization of various community resources to help meet the agency's mission and to help address the problems faced by the low-income and unemployed residents of Chester County.
  • Oversee the development of a public relations and marketing plan that promotes the identity and mission of the department.
  • Represent the Department at Commissioner's Sunshine meetings, Executive Sessions and Department Head meetings.
  • Approve PeopleSoft vouchers requests and the bi-weekly preparation of departmental payroll.
  • Perform other duties, tasks and special projects, as required.

Qualifications/Preferred Skills, Knowledge & Experience
Qualifications / Requirements:
  • Bachelor's degree from an accredited college or university, or equivalent combination of education and experience.
  • Minimum of 10 years of experience in progressively higher levels of responsibility culminating in senior management.
  • Knowledge of Workforce Development issues and legislation
  • General understanding of Human Resources guidelines.
  • Strong working knowledge of budgets, spreadsheets and interpreting audits.
  • Excellent verbal and written communication skills.
  • Ability to speak publicly.
  • Excellent interpersonal skills.
  • Familiarity with financial management systems.
  • Ability to interface effectively with all levels of County management.
  • Ability to make firm, unbiased decisions.
  • Demonstrates integrity and honesty.
  • A valid driver’s license is required.

Preferred Skills, Knowledge & Experience:
  • Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Social Work or a related field.
  • Six to eight years of government-related experience.
  • Five years of grant writing experience.
  • Familiar with strategic issues facing County of Chester.
  • Excellent organizational, time management and project management skills
  • Ability to work as part of multiple teams, each with a common goal
  • Ability to handle and resolve recurring problems.
  • Ability to work on conceptual design and policy development on a team.
  • Ability to multi-task.
  • Ability to remain objective.
  • Ability to follow and promote the department’s mission statement: "to provide workforce development and social services to the residents of Chester County so they can have the opportunity to live and work in a safe, stable, diverse and desirable community.”
