Starting Salary Range: $70,000 - $85,000 annually, depending upon qualifications and experience. Benefits include: Health Insurance (medical, dental, and vision), District Contribution to Retirement Program, 10 paid holidays, vacation, sick leave.
Orchard Mesa Irrigation District (OMID) is an irrigation district serving agricultural and residential water users. Water is delivered to the users by way of a complex series of canals and pumping systems, the water source is the Colorado River. The system delivers water to over 6,500 customers. The manager will report directly to the board of directors.
Job summary:
The manager will be responsible for all day-to-day operations of the OMID irrigation system. The manager will be responsible for the following functions but not limited to these stated functions:
- Manage water delivery to the OMID system by direct coordination with all primary water users on the Colorado River.
- Work closely with individual water users to resolve problems related to water delivery.
- Supervision of canal maintenance operations. This will include personnel, canal service equipment, canal repair projects and canal water distribution to water users.
- Office personnel and operations, this is to include financial accounting, annual budgets, and financial reports as required by the board of directors.
- Development of short-term and long-term project planning, project description, financial reports, and implementation of projects for repair and improvements of the canal system. This will include working with OMID board of directors and other governmental agencies to establish project descriptions and priorities.
- Seeing that projects authorized by the board of directors are efficiently organized and the work on the projects are completed in budget, completed in a timely manner and completed to the specifications required by such projects.
- Ensure complete compliance to all related state and federal regulations with regard to the operation of the OMID irrigation. This will include providing the board of directors’ statements of compliance and communication of current issues related to the operation of the canal system. The manager will be open minded and creative in finding resolutions to governmental issues.
- Adherence to personnel policies and procedures that are applicable to all laws related to interviewing, hiring, training, performance evaluations, personnel rewarding and personnel discipline.
- Develop, in coordination with subordinate supervisors, day-to-day planning and directions of work in coordination with subordinate supervisors to be performed by individual employees.
- Oversee the purchasing of supplies, equipment and consumables that are required for efficient operation of the canal system. will be responsible that purchasing procedures are followed to ensure minimum costs are obtained.
- Represent OMID at various local, regional, and state meetings which relate to water matters of interest to OMID.
- Resourceful in securing grants and loans for future canal systems improvements.
- Cooperative operation of the Vinelands Power Plant. This includes water distribution to the plant, coordination of power plant maintenance, and supervision of the power plant personnel.
- Provide operational and financial reports to the OMID board of directors.
- Serve as a resource person on development of new concepts related to issues for board of directors.
- Must have the ability to participate in the development and implementation of OMID policies and procedures.
- Have skills in developing contractual agreements between OMID and outside contractors.
Minimum Qualifications:
- Must possess or be able to obtain a valid Colorado driver’s license. Applicant must provide a driving history.
- Must have the ability to communicate orally and in writing at a management level.
- Proficient in use of computer programs including Word, Excel, social media, specialized computer programs, and related electronic tools.
- Have advanced classes in management and financial accounting. Have a minimum of three or more years of upper level of personnel management and project management.
- Has the ability to understand, translate, and share scientific, technical, and basic legal and political information usable to OMID board of directors and other parties.
- Can demonstrate creative, pragmatic thinking and problem-solving capabilities.
- Has knowledge and interest in Colorado water and agriculture issues.
