Position Summary


The Early Intervention and Outreach Specialist (EIOS) will work closely with the Prevention Manager and EISO Coordinator at Marion County Public Health to reach high risk communities and ensure that newly diagnosed individuals and connected to care. This includes conducting recruitment into counseling, testing, referral and PrEP coordination services. The EIOS will work with the Prevention Manager, EISO Coordination and agency staff to identify locations for testing and strategies to increase testing among target populations, including onsite and offsite testing and testing events, and will provide prevention services as needed. In addition, they will act as the liaison for the county coordinator with respect to enrolling newly diagnosed clients into HIV Care and Treatment services. The Specialist will support efforts to ensure that prevention services and resources are targeted in the most effective manner and will be responsible for collection of data to support that effort. In collaboration with the prevention and education team, the Specialist will work to reduce barriers to care through community education, prevention events, promotion and outreach. The Specialist will also work closely with other staff at the agency to promote and support PrEP utilization among at risk individuals.

Essential Functions and Responsibilities


Assist Marion County Coordinator and work with agency Intake Team to ensure adequate linkage of newly diagnosed HIV positive clients to care and treatment

Conduct outreach online, via online dating apps, in community sex environments, and at LGBT-related events to gay and bisexual men, offering safer sex supplies and making referrals to our services, and services provided by community partners;

Assess current testing plan and make recommendations based upon current data and trends

Recruit high-risk populations into CTRS;

Recruit MSM for participation in MSM interventions

Assist Prevention Manager in planning community events.

Training and supervision of volunteers and interns; and

Help foster community involvement, support and effective collaboration.

Assist with coordination of focus groups, surveys and key participant interviews to improve prevention services

Provide HIV and HCV testing and screening

Keeping meaningful data concerning services and use that data in ongoing program development and evaluation

Acts as liaison and HIV prevention advocate to community groups and coalitions

Participate on all required agency teams and committees

Advocate for needed services and future direction of these services

Model and encourage community collaborations in all programs

Stay current on HIV prevention (interventions, stats, etc.)

Assist in MSM and other prevention program reports

Fill in for other prevention programs as needed

Required Qualifications


One-year experience working with marginalized, underserved populations

Experience or training/education in providing evidence based public health or related services

Comfortable discussing sex, drug use, and HIV/AIDS.

Knowledge of the unique issues affecting high-risk communities and willingness to learn about culturally relevant interventions for gay and bisexual men, people who inject drugs and people living with HIV/AIDS.

Attention to detail

Excellent communication skills

Willingness to work with marginalized, underserved populations, people who inject drugs. sex workers, gay/bisexual men and other men who have sex with men, individuals engaging in behavior considered to be high-risk for HIV, gay/bisexual young men and young people who inject drugs.

Support of harm reduction philosophy and client-centered approach in prevention.

Comfortable handling safer injection and safer sex supplies.

Familiarity using Word, Excel, Microsoft Access, and Power Point.

Ability to work on a team successfully and effectively

Creative and technical writing skills

Effective spokesperson and advocate – ability to negotiate and represent agency and importance of HIV/AIDS issues

Ability to communicate in group setting, facilitation skills a plus

Ability to build and maintain bridges between HIV Alliance and its clients, other non-profit agencies, governmental entities, key community stakeholders

Valid Oregon driver’s license, driving record sufficient to be covered by agency auto insurance policy, ability to transport self to job-related events and locations and comfortability with driving a 20’ RV for testing events.

Ability to pass agency criminal background check

While performing the duties of this job, the employee is required


Repetitive use of hands such as grasping, twisting/turning of wrists, and finger dexterity necessary to perform various clerical duties, such as typing and writing.


Frequent use of arms such as pushing and pulling to open and close drawers and cabinets


Ability to sit or stand for extended periods of time at an assigned station


Ability to bend, stand, and reach to be able to transport clients and to occasionally lift and carry up to 25 pounds (harm reduction kits, naloxone kits, testing and education materials)


Continuous clarity of vision at 20 inches or less for processing of paperwork
