Purpose of Position

Why does the job exist?

This is a new position within the recently created Office of Renewable Energy (ORE) within the Commercial Resources Division at the New Mexico State Land Office. Since the ORE was created in 2019, the volume of renewable project applications volume has increased by over 50% and an initial team has tripled the amount of renewable energy on state trust land from 400 megawatts to 1200 megawatts. Revenues have more than tripled (total is over $12 million in fiscal year 2022) and the demand for additional renewable energy in New Mexico is at an all-time high. The new position will help ORE meet his strong demand for renewable energy leases on New Mexico State Trust Land.

This newly created position will aid the ORE in additional capacity to develop partnership opportunities and execute more revenue generating leases for wind farms and solar arrays on state trust land. The person selected for this job will work with businesses, who are applying to lease state trust land, to help get leases executed for new wind and solar power projects on State Trust Lands.

How does it get done?

The position will analyze market opportunities, negotiate with renewable energy developers in the leasing process, assist businesses with navigating the leasing process, and research industry practices to facilitate public/private partnerships in the renewable energy sector. The position will manage a portfolio of wind and solar leases and lease applications. They will maintain excellent communication with lessees and lease applicants. Position will provide outreach and recruitment of companies to increase investments in New Mexico by renewable energy companies and growing partnerships. The position will work on special research efforts in specific ORE business areas, and participate in trainings, site-visits, conferences and pertinent community activities to expand knowledge, network and skills in support of growing and sustaining the ORE.

Who are the customers?

All Internal: Oil, Gas, and Minerals Division; Administrative Services Division; Commercial Division; Legal Division; Agricultural Bureau; and executive State Land Office management officials (Office of the Commissioner).
External: Wind and solar companies, electric utility companies, non-profit organizations, government officials active in NM (including tribal, county, local, regional, state and federal), State Land Office lessees (agricultural, oil and gas companies, commercial, renewable energy, rights-of-ways); renewable energy lease applicants; natural resource authorization users; program enrollees; Trust beneficiaries; individuals; general public; and government entities (state, federal, city, county, tribal).

Ideal Candidate

The ideal candidate will:
  • Enjoy working as part of a team.
  • Have a growth mindset and interest in helping to expand the newly created Office of Renewable Energy.
  • Have experience in business, economics, financing, planning, development, policy, or other aspects of the renewable energy sector.
  • Have an understanding of wind and solar project development process in New Mexico.
  • Have familiarity with general terms and content of lease contracts.
  • Have experience with negotiation.

Minimum Qualification

A Bachelor's degree in Marketing, Economics, Economic Development, Business Administration, Finance, Public Administration, Historic Preservation, Communications/Journalism, Community Development, Urban Design, or Urban and Regional Planning from an accredited college or university and two (2) years of experience in economic or community development programs. Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated August 12, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

In addition, employees working in State correctional facilities who have the potential for direct or indirect exposure to inmates are required to be vaccinated against COVID-19.

Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling. Ability to lift up to 25 lbs. Some travel may be required.
