JOB SUMMARY

Provides a full range of logistics coordination for the Health Department related to Emergency Preparedness functions which include matters of logistics planning, communication, and resource management. Responsible for the operational support of department programs and ensuring the department’s emergency response readiness. Assists Emergency Preparedness programs with community and department exercises and ensures the fulfillment of grant requirements.

MINIMUM QUALIFICATIONS

Bachelor’s Degree from an accredited college or university with major course work in a related field such as logistics, public health, emergency management, public safety, emergency medicine or public administration or other closely related field, plus four (4 ) years of experience in logistics, public health, emergency management, public safety, or related field; OR an equivalent combination of related education and experience.

A valid Driver’s License issued by the State of Utah may be required to operate a vehicle. Must have experience driving large vehicles and a clean driving record.

Preference given to a valid Class B CDL issued by the State of Utah.

This position may require additional certifications and trainings depending on program need.

It is mandatory that all new hires receive the Tdap (Tetanus, Diphtheria & Pertussis) vaccine before beginning employment or provide a copy of their immunization record prior to starting employment. The immunization record must show the vaccine name and date received.

Upon hire, a two-step Tuberculosis skin test will be required. The first will need to be placed prior to starting employment.

ESSENTIAL FUNCTIONS
  • Advises on all matters relating to logistics planning, facilities, communications, and resource management.
  • Provides logistics support to Health Department, community partners, and agencies, and actively participates in planning and facilitating emergency exercises.
  • Manages agency resources related to emergency preparedness response and recovery, including oversight of storing, ordering, and managing equipment and assets.
  • Oversees progress of goals and objectives to ensure effective compliance with contract and grant obligations.
  • Coordinates fixed asset inventory, monitors its continued application, controls acquisitions, and surplus property for Emergency Preparedness.
  • Actively participates in the Salt Lake County Emergency Operations Center (EOC), and strike teams during a disaster, such as bioterrorism, infectious disease outbreaks with epidemic or pandemic potential, or other public health and related threats and emergencies using NIMS and ICS.
  • Assists in the development of a budget and replacement schedule for assets, supplies, materials, and equipment and prepares purchase orders as needed. Monitors and tracks expenditures.
  • Coordinates with program manager, staff, and contract provider to prepare and implement a capital equipment improvements plan. Revises and updates plan periodically in accordance to budget adjustment procedures.
  • Develops, implements, and revises internal policies and procedures as needed.
  • Develops, manages, and conducts a variety of training programs related to the inventory management system.
  • May supervise staff which includes hiring, orienting, training, assigning, and reviewing work performance, conducting annual work performance appraisal and discipline.
Additional Information:
The first 12-18 months of this job will be focused on setting up a warehouse and inventory management system and writing SOPs for these systems.
  • Position requires regularly lifting and carrying between 25 and 100 lbs.; regularly bending and climbing stairs and ladders and performing work in all weather conditions.
  • May be required to wear Personal Protective Equipment (PPE).
  • May be required to work holidays, nights, and weekends as needed.
  • May be assigned to additional duties in a State of Emergency, as needed
  • Employees may be required to receive additional vaccines.
