SJS Executives, LLC (SJS), also doing business as SJS Industrial, is currently seeking a reliable, experienced, Energy Program Specialist to work full time for SJS Executives in Earle, NJ to help support operations at a Naval Facilities Engineering Command.

SJS is a Service-Disabled Veteran Owned Small Business (SDVOSB) with 250 employees coast to coast and a headquarters in Virginia Beach, Virginia; it specializes in professional services to support federal and military organizations.

The Energy Program Specialist must possess these key qualifications to be eligible for this position:

  • 5 to 7 years of experience in the actual execution of energy accounting, utility rate analysis, energy audits, and energy project development and
  • Certification in accordance with Association of Energy Engineers regulations

This person will enjoy collaborating with a team and know how to conduct themselves with decorum, as they will be working on a property owned by the United States federal government and interacting with federal government employees and service members.

Responsibilities/Tasks:

  • The Energy Program Specialist (EPS) provide on-site services in support of energy programs to manage and reduce energy consumption and demand at all locations within the area of responsibility.
  • The Energy Program Specialist shall manage the total work effort associated with the services required herein to meet the performance objectives and standards. Such management includes but is not limited to planning, scheduling, energy accounting, report preparation, establishing and maintaining records, safety compliance, environmental compliance, and quality control.
  • The Energy Program Specialist shall prepare training presentations, briefings, reports, articles, correspondence and other work products as appropriate to successfully implement the EPS activities as identified in the various tasks.
  • The Energy Program Specialist shall continually investigate energy saving opportunities at the installation. The goal of the investigations should be to identify and recommend energy projects, programs, and initiatives.
  • The Energy Program Specialist shall develop, sustain, and manage a comprehensive Energy Awareness program, which encompasses training, publicity, and incentives. The program shall include developing training for building monitors and other facility personnel; outline methods of information transfer on energy topics; success stories; helpful conservation tips; and a framework for recognizing notable accomplishments of installation personnel in energy and water conservation.
  • The Energy Program Specialist shall further develop, manage, and sustain the Building Monitor program and assist installations with the timely execution of program activities.
  • The Energy Program Specialist shall continually develop and maintain a demand reduction plan by analyzing existing demand and recommending potential energy management measures and projects to enhance the effectiveness of the demand reduction programs.
  • The Energy Program Specialist shall use information management systems, spreadsheets, meter and billing databases, and expertise to identify and help correct anomalies in facility energy use. Anomalies may include unexplained electric demand spikes, deviations from recent and last year's consumption patterns, unusual load curves, unusually high-energy use per square foot and similar indicators.
  • The Energy Program Specialist shall investigate financial options for implementing energy projects available through ESPC, UESC, and other programs. When these programs are utilized at an installation, the Energy Program Specialist shall provide the required support for these projects.
  • The Energy Program Specialist shall continually investigate utility company rebates, utility company incentives, miscellaneous grants, and other available funds that may exist for energy projects and programs. The Energy Program Specialist shall prepare the appropriate applications required for the various rebates, incentives, and funds for Government submission, unless others prepare the application as part of an ESPC or utility privatization project.
  • The Energy Program Specialist shall analyze existing controls in both centralized and de-centralized systems to determine the optimal control scheme. The Energy Program Specialist shall work to include aspects of programming, licensing, GUI development, connectivity between systems, security, updates and anything associated with operating and maintaining the optimized control system design.
  • The Energy Program Specialist shall perform installation energy program management functions when requested. They include, but are not limited to: Strategies/ Planning, Coordination Across FEC/ N-Codes, Project Execution/ Acquisition, Project Development/ Prioritization, Energy and Water Audits, Execute Awareness and BM program, Reports/ Plans/ Updates/ Tracking.

Qualifications:

  • Shall be certified in accordance with Association of Energy Engineers regulations.
  • The Energy Program Specialist shall have experience with Microsoft Office programs and Adobe Acrobat.
  • The Energy Program Specialist shall have a minimum of 5 to 7 years of experience in the actual execution of energy accounting, utility rate analysis, energy audits, and energy project development.
  • The Energy Program Specialist should have experience in energy estimating software packages such as Trane Trace and DOE II.
  • The Energy Program Specialist should have experience in documenting and monitoring maintenance procedures using software such as Maximo.
  • The Energy Program Specialist should have knowledge in various construction techniques and procedures for energy related projects including such as lighting systems; electrical systems; HVAC systems; control systems; energy distribution systems (chilled water, steam, and hot water); and plumbing systems
  • The Energy Program Specialist should have a thorough understanding of the ESPC program including but not limited to the Department of Energy (DOE) ESPC guidance, DOE's measurement and verification protocols, the International Measurement and Verification Protocols, ASHRAE's measurement and verification procedures, and DOE's super ESPC contracts
  • Must be able to successfully pass a drug test and a thorough background check for access onto a military installation; please note the background check for this position extends past 7 years, in conformance with federal law and US Department of Justice guidelines for work on a military installation.
