Revision effective 2/5/2023 Revised: 03/01/2022Re-posted: 12/16/2021, 9/6/2022Works closely with City departments, TXDOT (Texas Department of Transportation), consultants and engineering firms in reviewing of site developments, subdivisions and major plans concerning water and sanitary sewer systems, including lift stations, force mains, booster stations, elevated storage tanks and preparation of department review comments under the supervision of a Professional Engineer (P.E.). Performs a variety of civil engineering duties including the preparation of conceptual/final design, specifications and plans related to sanitary sewer gravity and pressurized systems, lift stations, water distribution systems, including booster stations and elevated storage tanks, grading plans, and storm drainage systems.

ESSENTIAL DUTIES & RESPONSIBILITIESThe intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. Analyzes, issues, and prepares reports detailing specific recommendations for implementation.Performs a variety of civil or mechanical engineering duties including the preparation of conceptual/preliminary and final design, specifications, and plans related to water and sanitary sewer systems.Must be familiar with Texas Commission on Environmental Quality Rules and Regulations.Must have working experience in the use of the Texas Manual of Uniform Traffic Control Devices.Must be familiar with civil or mechanical engineering functions and field data collections and analysis including the use of the GPS equipment.Performs layout/design duties which include utilizing AUTO CAD, Land Development, Civil 3D, Arc view, or other available computer design tools.Supervises, plans, schedules, and assigns work to subordinates; instructs and trains in correct methods and procedures; reviews and evaluates employee's performance.Carries out the City's Customer Service Plan.Processes customer service requests by obtaining complete customer data and information pertaining to the nature of the complaint. Gathers facts from customers and other staff sources, as well as, references physical location of complaint, and contacts appropriate internal or external organizations for further processing.Assists in maintaining good communication between staff, visitors, and other business contacts.Must follow all rules of telephone courtesy in all telephone communications.Will be required to drive a City vehicle for City business use.Performs other duties as assigned.COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIESKnowledge of: Knowledge of mathematics and science is required for design, computation, and analysis of plans, specifications, and field survey data.Knowledge of the principles and methods of administration, organization, and supervision.Knowledge in customer service, public relations, computer information systems, communications, and organization databases.Knowledge in the application of basic accounting principles necessary to accomplish financial management tasks such as preparing budgets, monitoring program costs, and project cost estimating.Skills and Abilities: Ability to analyze, organize, and manage public works projects.Ability to prepare a variety of clear, concise, and technical reports.Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position.Ability to plan, direct, and supervise the work of subordinates.Ability to make independent decisions in accordance with established polices and procedures.Ability to maintain good planning and organizational skills.Ability to use calculator, computer hardware, various software programs, and technologies, including word processing and spreadsheet programs.Ability to speak before public groups and make presentations.Ability to take and follow directions from supervisor.Ability to give directions to and gain compliance from assigned staff.Ability to perform strenuous and routine work.Ability to maintain a valid Texas Driver License and a good driving record.Ability to maintain harmonious and effective working relationships with other employees and respond to general public complaints.Ability to project a positive and professional image of the City of Laredo.Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language.Ability to comply with all City of Laredo's policies and procedures.Performs other duties as assigned.PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work is performed inside and/or outside an office. Work may be exposed to a variety of weather conditions and outdoor elements, such as: excessive heat. Work may be exposed to a variety of environmental conditions, such as: dry atmosphere, dirt, dust, fumes, smoke, gases, and slippery/uneven walking surfaces. Capable of working closely with others or alone, working long or irregular working hours, working shift work and/or weekends, working with protective devices, and working around machines with moving parts and objects. Ability to operate a motor vehicle and office equipment; Work requires light to moderate carrying (under 15 pounds up to 44 pounds), moderate to occasional lifting (between 15-50 pounds), pulling hand over hand, simple grasping, sitting, standing, walking, and reaching above shoulders. Ability to see, write, read, count, identify shade of colors, perceive depth, and hearing is needed to perform the essential functions of this job.

SUPPLEMENTAL INFORMATION
Engineering-In-Training (EIT) Certification is required. Applicant must attach a copy of this certification to their application.
