The Massachusetts Department of Transportation (MassDOT) takes great pride in connecting the Commonwealth’s residents and communities. MassDOT is responsible for developing, implementing, and coordinating transportation policies and projects for the Commonwealth of Massachusetts and to efficiently plan, design, construct, and maintain a safe statewide transportation system which effectively meets the transportation needs of the Commonwealth. MassDOT’ s divisions include Highway, Aeronautics, Registry, Rail & Transit and Programs & Planning. There are approximately 3,600 employees that work in the department. In addition, the Massachusetts Bay Transportation Authority (MBTA) and Regional Transit Authorities (RTA) are subject to oversight by MassDOT.

MassDOT is seeking to hire a Disaster Recovery Program Manager responsible for transforming the Enterprise Disaster Recovery Program for MassDOT IT, to ensure the safety of the Commonwealth transportation infrastructure in the event of a disaster. This position will work with the business and technology groups at MassDOT to define the roadmap for the Disaster Recovery Program and drive that forward to meet business requirements. This will be an individual contributor role and will also manage one or more employees and contractors. The position will report into the CTO.

This role will be expected to own the Disaster Recovery Program and provide disaster recovery expertise, primarily around process and policy, but ideally also technical solutions. The ideal candidate will be able to understand business needs and priorities, while also understanding infrastructure, solution architecture, and platform engineering. This individual will be expected to advise on and agree prioritization with the business and manage efforts to build capability.

The primary work location for this role will be at 10 Park Plaza, Boston, MA 02116. The work schedule for this position is Monday thru Friday, 9AM to 5PM EST. Up to 5% travel may be required. The majority of time will be spent working from a home location; however, this position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

Duties and Responsibilities:

  • Work cross-functionally with different business and technology groups to understand DR needs and capabilities.
  • Coordinate and execute disaster recovery planning efforts and work with the ongoing COOP (Continuity of Operations Planning) efforts.
  • Manage vendors and internal projects as part of the development of the disaster recovery program, including developing and maintaining all Disaster Recovery policies, standards, procedures, and guidelines.
  • Ensure compliance with EOTSS (Executive Office of Technology Services and Security) policies and directives.
  • Build awareness of the disaster recovery program across various levels of the organization.
  • Serve as an advisor on DR matters and as the primary point-of-contact for DR related activities.
  • Ensure that the disaster recovery process is tested regularly against different scenarios.
  • Report on the progress of the disaster recovery program, including performance against plan and key metrics.
  • Keep up to date with new developments and technologies related to disaster recovery and business continuity.
  • Assist with assigned projects or research.

Knowledge and Experience:

  • Ten (10) plus years of combined experience working in Disaster Recovery and IT.
  • Extensive knowledge of disaster recovery procedures and an understanding of business continuity.
  • Subject matter expert in the area of Disaster Recovery Enablement.
  • Experience with recovery automation tools, data replication, and other disaster recovery toolsets.
  • Understanding of modern IT production datacenter and Internet hosting operations.
  • Understanding of infrastructure technology areas including server hardware, operating systems, networking, telecom, storage, virtualization, automation and orchestration, and cloud architecture.
  • Broad knowledge of application architecture and software development techniques.
  • Excellent level of technical writing and editing, to include formatting, proofing, and enhancing technical guides, briefs, manuals, requirements analyses, specification documents, etc.
  • Must possess good interpersonal skills.
  • Must have excellent verbal and written communication skills and be able to clearly articulate complex technical issues to all levels of the organization.
  • Must demonstrate project management and organizational skills to coordinate work efficiently and effectively across multiple teams to meet target dates.
  • Strong leadership and collaboration skills.
  • Proven problem-solving ability.

Education and Certifications:

  • Bachelor’s Degree in a related field.
  • Relevant Disaster Recovery accreditations or certifications preferred.
Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
