- First shift, 8:00 AM - 5:00 PM (flexible)
- Hybrid telework positions with a main office at 79 Elm Street, across from historical Bushnell Park in Hartford, CT

MORE ABOUT THE ROLE
DEEP's Water Planning and Management Division, Dam Safety Regulatory Program has jurisdiction over all non-federally owned or licensed dams in the State. The program's ultimate responsibility is to ensure that all jurisdictional dams in the State are operated and maintained in a safe condition to prevent the loss of life and/or property. DEEP maintains an inventory of nearly 4800 dams in Connecticut.
We are responsible for:
- Ensuring compliance with regulatory inspections for 3,000+ dams;
- Approving Emergency Action Plans for over 500 dams;
- Permitting all engineering and construction activities to repair, upgrade, or remove dams and flood control projects; and
- Providing technical assistance to private and municipal dam owners, especially during dam failures and extreme weather/flood response activities.
As the Supervising Civil Engineer, your responsibilities will include:
- Scheduling, assigning, overseeing, and reviewing the work of staff; providing staff training and assistance; conducting performance evaluations;
- Prioritizing unit work; establishing and maintaining unit procedures;
- Developing or making recommendations on policies and standards;
- Acting as liaison with other operating units, agencies, and outside officials regarding unit policies and procedures; and
- Preparing reports and correspondence.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

2. A Master's degree in civil or environmental engineering may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience implementing State Dam Safety regulations and statutes including permitting and enforcement functions.
- Experience in registration of dams, recordation of dams on municipal land records, and assessing the hazard class of dams.
- Experience reviewing plans for repair or removal of dams, inspection reports for dams, and emergency action plans for dams.
- Experience in a lead role requiring delegating work to other engineers, prioritizing and managing workflows, and meeting deadlines.
- Experience developing and implementing methods or procedures to streamline processes and track work progress.
- Experience communicating engineering concepts about dams to dam owners, state and federal agencies, non-governmental organizations, and the public.
- Experience using computer software including MS Excel, MS Access, MS Word, and MS PowerPoint.
SPECIAL REQUIREMENTS
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
3. Incumbents in this classification involved with the certification of plans and documents will be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with Section 20-302 of the Connecticut General Statutes.
