Project Overview:

The Rio Grande LNG Project is located at a site south of the Brownsville-Port Isabel Highway and north of the Brownsville Ship Channel in Cameron County near Brownsville, Texas. The Project scope includes the detailed engineering, procurement, construction, pre-commissioning, start-up and testing of a greenfield liquefaction and export terminal consisting of up to five liquefaction units and associated facilities, utilizing APCI C3MR technology.

Position Summary:

Bechtel is seeking an HSSE Training Coordinator to join the Rio Grande LNG Project team.

The HSSE Training Coordinator under the supervision of the HSSE / Deputy HSSE Managers and with the requirements stated in the HSSE Management Plan and the Project ES&H Training Management Plan:

• Will identify the HSSE training and development needs for the Rio Grande LNG Project
• Will prepare and implement a comprehensive training program tailored to the Rio Grande LNG Project HSSE Management Plan and the Project ES&H Training Management Plan

Training is linked directly to leadership growth, and thus HSSE program success. Training programs will engage Bechtel personnel, and subcontractors. Additionally, the results of risk assessment, and data obtained on HSSE leading and lagging indicators (e.g., inspections and incidents, respectively), shall be used to adjust and target training by subject, location, task, and specific personnel. Thus, the training program and its emphasis must be aligned with risk assessment and the HSSE data collected.

Responsibilities:

• Maintaining and updating the Project ES&H Training Management Plan and delivery of training as required
• Managing the training and development as required by the Project ES&H Training Management Plan
• Developing, maintaining, and updating training materials
• Ensuring competency for project personnel working in prescribed occupations and / or operating prescribed occupation plant and high-risk activities
• Developing and maintaining the HSSE training Matrix as part of a wider training matrix
• Verifying/assessing subcontractor conformance to training plan(s)
• Reporting conformance to the Project ES&H Training Management Plan on a monthly basis
• Participating in review of corrective actions to help ascertain where training would help minimize reoccurrence or repetition of non-conformance or incidents
• Coordinating the training schedule
• Leading development of training materials and presentations.
• Managing all aspects of the Project Hazard School whereby training participants gain a thorough understanding of the need to anticipate and recognize hazards, the risks of exposure and strategies for self-awareness
• Confident user of Microsoft Office Suite, SharePoint and One Drive tools
• A strong commitment to maintaining a safe working environment
• Any other duties as assigned by the HSSE / Deputy HSE Manager

Basic Qualifications

• Bilingual (English – Spanish)
• Degree or Graduate Diploma in Safety and Health or Hazard Management is preferred
• Experience in development, presentation, and assessment of HSSE education and training plans/packages on large construction projects required
• Experience and qualification/certification in regard to Train the Trainer preferred
• Excellent verbal, writing and presentation skills
• Ability to work unsupervised
• Ability to manage multiple priorities and operate in a fast-paced environment

Additional Information

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
