Job description
- Develop and maintain detailed cost estimates and unit estimates for assigned major and/or multi-year project(s) and/or program(s) throughout its/their lifecycle. This includes: 1) scope take-off, 2) estimate labor, materials, contract, indirect, and allowances, and 3) maintain (and reconcile) various versions of cost estimates and proposed spending plans, according to project scopes, risks/changes, and milestones (e.g. operating dates), jurisdiction splits, asset types, cost elements/drivers, and funding sources.
- All cost estimates must be properly classified, prepared, and communicated clearly based on level of scope definition (i.e. project maturity), intended end usage, methodology followed, expected accuracy, and level of effort required.
- Facilitate the department's rigorous review process to ensure cost estimates are accurate, contains all scopes and required information, and is structured and presented in a manner that meets major and/or multi-year project and/or program requirements (e.g. work breakdown structure, Continuous Property Records, FERC/CPUC jurisdictional splits, and cost elements/drivers) and their intended use, and is understandable to various stakeholders.
- Perform complex and detailed research, updates, and data gathering/analysis in areas of cost estimating (e.g. unit pricing, market trends, economic feasibility study).
- Prepare and present results, alternatives, and/or recommendations to support business decisions, to manage project costs and schedules, and to mitigate potential risks to assigned major and/or multi-year project and/or programs.
- Involve and support change control and contract negotiation/claim management.
- Support the implementation, analysis, and reporting of performance using SCE or industry metrics (e.g., earned value management.)
- Collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to determine and communicate the results (e.g., trend, variance, and cost impact).
- Prepare project controls data request responses and work papers in supporting corporate/OU governance (e.g. Business Oversight Team and Capital Review Team), internal/external audits, General Rate Cases, and any pertinent regulatory filings.
- Works under direct supervision of senior/lead cost estimator or manager and/or according to approved policies, guidelines, and work instructions.
- Collaborates with and obtain data/information from various project stakeholders (e.g. project managers, functional managers, discipline leads, and team members) in a matrixed organizational structure.
- May temporarily lead an assignment or functional team for a duration of an assignment.
- Established company/department’s policies, guidelines, and work instructions; Project controls and/or project management body of knowledge; and/or direction from direct supervisor and/or guidance from direct supervisor, project managers, functional managers, discipline leads, and team members.
- 4-year college degree in Civil, Mechanical, or Electrical Engineering and/ or a combination of education, training, and experience
- Typically possesses four or more years’ experience in cost estimating and capital projects/construction or equivalent experience
- Demonstrated knowledge, ability, and experience with Microsoft software (e.g., Word, Excel, PowerPoint, and Visio)
- Demonstrated experience with Project Controls and Cost Estimating software
- Experience in In Eight or Hard Dollars preferred

The salary range for this position is $100,000 - $128,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
