Housed in the UW School of Public Health, the Department of Health Systems and Population Health is a dynamic academic and research department with the mission of working with partners in public health and health care to prepare leaders, design solutions, and conduct innovative research that is translated into practice and policy. Health Systems and Population Health has an outstanding opportunity for a part-time (50% FTE) Evaluation Specialist to join their team.

The successful candidate will provide support for evaluation activities across NWCPHP, as well as on other research projects conducted at NWCPHP. The Northwest Center for Public Health Practice (NWCPHP) promotes excellence in public health by linking academia and the practice community. As part of the University of Washington School of Public Health and Department of Health Systems & Population Health, NWCPHP provides training, research, and evaluation for state, local, and tribal public health in four Pacific Northwest states—Alaska, Idaho, Oregon, and Washington.

The purpose of the research project is to develop, administer and analyze workforce and emergency preparedness surveys in order to gain an understanding of workers’ knowledge, skills, attitudes/perceptions toward training, technical assistance; and conduct program evaluation in accordance with the overall project evaluation plans and assist with dissemination of knowledge gained throughout the funding period.

The Evaluation Specialist will participate in conducting evaluation/research activities for evaluation of Center wide program activities and research grants. The Evaluation Specialist will perform evaluation activities using established protocols as well as assisting in the development of new protocols. Evaluation activities includes the facilitating and assisting in the initial evaluation design planning, development of evaluation/research materials, using data collection and analysis software (such as RedCap, SurveyMonkey, or Qualtircs), conducting data collection and quality assurance, qualitative data coding, project activities tracking and documentation in Excel spreadsheets and statistical package data files (e.g., Excel, SPSS, SAS or STATA), monitoring IRB requirements, IRB proposal development, data interpretation, and reporting. The preferred candidate will have some experience in quantitative and/or qualitative research/evaluation methods.

RESPONSIBILITIES

  • Manage a workload of several projects. Support project team in determining the program planning and evaluation project requirements. Collaborate with lead evaluators in problem definition and resolution. Use knowledge of evaluation/research methodology, survey software, data sources and technology to recommend solutions. Perform data analysis, coding, testing, documentation and maintenance tasks for projects of moderate complexity. Contribute to data interpretation and findings.
  • Provide database and programming design, data management, data quality assurance, data extraction and analytic support for evaluation projects of moderate complexity. Documents project work. Assists with new grant submissions.
  • Participate in developing presentation, writing of reports, abstracts and preparation of manuscripts, and IRB submissions.
  • Provide project management and monitor achievement of project goals and completion of deliverables within established timelines; create project management documents and facilitate project meetings.
  • Collaborate with investigators during grant submission by providing information on appropriate data sources and strengths and limitations of data.
  • Stay abreast of human subjects research regulations and provide necessary guidance for staff to abiding by federal, state and organizational guidelines for responsible handling of data.

    REQUIREMENTS


  • Master's degree in Public Health, Educational Psychology, Biostatistics, Statistics, Research Psychology, or related social/behavioral science field
  • At least one year of professional experience in a comparable environment

    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

    ADDITIONAL REQUIREMENTS

  • Intermediate level experience with SPSS, STATA, SAS or equivalent software and MS Office Suite
  • Expertise in analysis and programming using at least one specialized programming package (SPSS, SAS, Stata)
  • Understanding of computer programming language and design concept
  • Understanding of research methodology and quantitative approaches to problem solving; logic and analytical ability
  • Familiarity with univariate parametric statistics
  • Strong organizational skills; good communication skills; good negotiation skills; strong analytical, strategic thinking and problem-solving skills
  • Proven ability to work successfully across departmental and divisional boundaries
  • Proven ability to develop positive working relationships; proven project management/coordination skills

    DESIRED QUALIFICATIONS

  • Familiarity with educational research and educational research methodologies
  • Demonstrated success in leading large, complex projects and cross-functional, multi-talented teams
  • Highly developed oral and written communication skills and change management skills
  • Ability to work effectively with business and technically oriented leaders and staff


    This position will work on-site at the University of Washington’s Seattle campus. A telework arrangement may be available. Telework means that remote work may be possible for a day or more per week, depending on business need, on an ongoing basis.
