General Function

THIS IS A REGULAR, PART-TIME POSITION BUDGETED FOR AN AVERAGE OF 20-27 HOURS PER WEEK.

Under the supervision of the Parks and Recreation Director or his/her designee, performs a variety of job tasks related to facility operations and rental guidelines, ensures that activity rooms, restrooms, and public areas are ready for their intended purpose and are secured at the conclusion of events. Keeps full-time staff informed of any significant events.

Representative Essential Duties and Responsibilities

  • Communicate effectively with staff and patrons
  • Understand and execute verbal and written instructions
  • Ability to recognize and respond to room, building, grounds, and rental needs and requirements
  • Room set up and break down of tables, chairs, and other needed equipment
  • Problem solve effectively, unplanned situations and conflicts
  • Enforce safe environments, minimize potential risks, and identify and report unsafe conditions
  • When possible or directed, makes minor and/or necessary repairs
  • Records attendance levels and prepares reports as directed
  • Perform cleanup as instructed and/or needed
  • Open and secure recreation facilities as assigned
  • General grounds maintenance (e.g. mowing, trimming, weeding, etc.)
  • Van cleaning as required (e.g. wash vehicles, vacuum, windows, etc.)

Other Duties

  • Regular attendance is an essential requirement
  • Primarily works evenings and weekends
  • Performs related work as assigned and/or required

KNOWLEDGE, SILLS AND ABILITIES (Entry Requirements):
Knowledge of:

  • Effective communication techniques
  • Basic first aid and safety practices
  • Conflict resolution
  • Mission of the program area

Skill in:

  • Effective interaction with large groups of people
  • Capable of setting up, dismantling, and moving tables, chairs and other types of furniture and equipment
  • Communicating effectively and diplomatically with the public

Qualifying Education and Experience (Minimum Requirements)

Any combination of education and experience equivalent to graduation from high school or the equivalent. Previous experience in municipal recreation, park/general maintenance, and/or related field is preferred. A high level of maturity is mandatory.

  • A background check is required for any position that involves interaction with the public.
  • First Aid and CPR certificates must be obtained within 30 days after hire
  • Valid driver’s license without infractions

Appraisal of Experience and Education/Training: At this initial review, application packets may be evaluated entirely on the basis of information you provided in the completed City application form. Applicants should include all relevant information on the City application. Applicant’s education, training, and experience will be assessed. The top qualifying candidates will be invited to participate further in the examination process. Meeting or exceeding qualifications does not guarantee the applicant will be invited to participate in the oral examination process.

Oral Examination: A panel will evaluate the applicant’s training, experience, and ability to perform the job.

Employee Preference: Regular City employees applying for and passing an Open Examination will have seven point five (7.5) percent of their PASSING score added to establish their final score.

Veteran's Preference: Veterans, who have passed an examination, shall be entitled to preference pursuant to Chapter 41.04 RCW.

LEGAL and REGULATORY EMPLOYMENT CONDITIONS

Fair Labor Standards Act: The classification is non-exempt under the laws of Fair Labor Standards Act minimum wage and overtime provisions.

Representation: The classification is excluded from the bargaining unit pursuant to the Recognition Article of the current labor agreement between the City of Bremerton and the Teamsters Local 589.

Civil Service: The classification is excluded from the City's Civil Service System.

Appointment and Removal Authority: The position is filled by appointment by the Department Head. Removal is by action of the Department Head in conformance with Human Resources Policies.

This classification specification does not constitute an employment agreement between the City and employee. It is subject to change by the City, with the approval of Human Resources, as the needs of the City and requirements change.

Retirement - Some positions may be eligible for membership in the Public Employment Retirement System (PERS). If the position is eligible employees will be required to join.

If you have an account established in PERS prior to October 1, 1977, Plan 1 would apply or after October 1, 1977, Plan 2 or 3 would apply. If you have not already made a plan choice, you have the option of Plan 2 or Plan 3. You have 90 days from your employment date to choose between Plan 2 and Plan 3. If you have not decided within 90 days of employment, you will automatically be enrolled in Plan 3, Option A, at 5%.
