The purpose of this position is to coordinate capital projects and capital improvement project funded repairs for the Buildings Division of Public Services. This is accomplished by collaborating with other departments and contractors to ensure projects are completed in accordance with scope of work, schedules and within budget.

Typical Tasks

  • Coordinates schedules, inspections and manages internal processes. Manages contracts and changes in project scope; and prepare scope of work for capital and contract project bid documents. Serves as a City representative on capital construction projects for buildings and facilities needs.
  • Provides technical support to consultants, inspectors and contractors regarding project design, scheduling, construction methods, and information related to equipment needs. by communication from the office.
  • Fiscal management of multiple capital projects. Preparation of capital project budget documents, project justifications, grant applications and cost estimates. Monitor project budgets; negotiate contract amendments; and initiate change orders. Develop and maintain a life-cycle cost program for building equipment.
  • Performs site visits and investigations. Inspects a variety of construction sites and projects by overseeing work activities of contractors onsite. Provides information on city technical standards and procedures, addresses complaints and technical problems; attends pre-construction and job meetings, coordinates inspection activities and maintaining records of inspection and construction activities.
  • Verifies monthly progress by reviewing payments, taking measurements, creating reports, presenting quantities to manager, and emailing correspondence to contractors.
  • Develop and maintain life-cycle cost program for large equipment and buildings systems.
  • Ensure compliance to the City and Department safety progrom by representing the division and serving on the Department safety committee, communicating safety requirements to contracted work, monitoring personal protective equipment usage and tracking training requirements. Update and maintain the Operations and MSDS Manuals.
  • Serve in the emergency operations center during inclement weather events or related situations and direct all pre-event activities.
  • Other related duties as assigned.

Qualifications

Education: Associates degree in Construction Management or a related discipline, or equivalent.

Experience: Three years of related field work

Other Requirements: Class C Drivers License, Certified NIMS ICS 100, 300, 400, and 700 within one year, Construction Estimating knowledge preferred


Note: A driving and criminal history check is required. Selected candidate will also be required to complete a post-offer drug screen.


Supplemental Information

PHYSICAL DEMANDS: Exerts up to 20 lbs. occasionally, and 10 lbs. frequently.

WORKING CONDITIONS:
This position generally requires work indoors or in an office setting, as well as outdoors and at construction sites.

Health Benefits are offered to employees working at least 30 hours per week.

Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.
Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.

Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.

Retirement:
- NC Local Government Retirement System - All benefits eligible employees make a mandatory 6% contribution every pay period.

  • Deferred Compensation – The city contributes an amount equal to 4.5% of the annual salary to either the 401(k) or 457 plans regardless of employee contribution. Employees may choose to contribute additional money to the deferred compensation plans, without a match from the City, within the IRS guidelines.
Paid Leave (offered to employees working at least 1,000 hours annually*):
- Sick Leave - 12 days accrued each year
- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
- Holidays - 12 paid holidays annually
- Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).

  • Part-Time Employees will earn paid leave benefits on a pro-rated basis.

Note: The City of Wilmington is on a bi-weekly pay cycle. New employees should expect to recieve their first paycheck approximately 3 weeks after their start date.
