General Information

This is professional and administrative work in the management of the Fetal Infant Mortality Review Program for the Mobile County Health Department.

Walk-ins are welcome. However, priority use of the equipment will be given to those with reservations. Computer stations are limited in order to maintain social distancing and will be cleaned at the end of each timed reservation.

EXAMINATION: IMPORTANT NOTICE TO APPLICANTS. READ CAREFULLY. No written or oral examination will be required. Requirements

MINIMUM QUALIFICATION REQUIREMENTS:
Completion of an accredited nursing program leading to certification as a registered nurse; and a minimum of one year responsible administrative experience in public health support services programs; or a combination of education and experience equivalent to these requirements.

SPECIAL REQUIREMENT:
Possession of a license to practice as a Registered Nurse issued by the State of Alabama; must be willing to furnish own automobile and possess a valid driver's license from state of residence.

ESSENTIAL REQUIREMENTS OF THE WORK:
Good knowledge of perinatal trends and issues in Mobile County and the State of Alabama.

Good knowledge of principals, practices, objectives, and functions of the Fetal and Infant Mortality Review (FIMR) Program.

Good knowledge of the principles, practices, and administration of public health programs.

Good knowledge of federal, state, local laws, regulatory standards, codes, and requirements of the Joint Commission, Health Insurance Portability and Accountability Act of 1996 (HIPAA), and Mobile County Health Department.

Good knowledge of public health education methods and techniques.

Good knowledge of the principles and practices of public administration.

Good knowledge of laws, regulations, protocols, and operating procedures governing Mobile County Health Department operations.

Good knowledge of agency compliance policies and protocols covering confidentiality, privacy, and security efforts to include HIPAA requirements.

Good knowledge of the sociological and economic factors affecting the administration of the Fetal and Infant Mortality Review (FIMR) Program.

Good knowledge of Mobile County health and social service programs.

EXAMPLES OF WORK:

Develops a Fetal and Infant Mortality Review (FIMR) Program by utilizing the national program standards in order to implement policies and procedures to efficiently and effectively accomplish program objectives.

Oversees consent for record reviews with hospitals, social workers, healthcare providers, coroners, law enforcement, emergency medical services, and other agencies involved with the services and care to women and infants while ensuring strict confidentiality of obtained information.

Performs statistical analysis by reviewing, compiling, and entering data in order to develop accurate reports for submission to the Case Review Team of Mobile County.

Conducts maternal and family interviews in order to provide education and to refer clients to community resources.

Coordinates the FIMR Program with delivering hospitals in Mobile County in order to ensure understanding of program protocols, processes and notification procedures of fetal or infant loss.

Implements and monitors a quality assurance program in order to identify system improvement needs and to facilitate continuous improvement.

Promotes program initiatives by participating and exhibiting in perinatal health fairs, conferences, and educational programs.

Presents educational programs to groups and conferences in order to effectively communicate program initiatives and objectives aimed at reducing morbidity and mortality and to increase awareness of barriers and challenges.

Plans, coordinates and participates in meetings with the Fetal and Infant Mortality Review Task Force, Community Action Team and Case Review Team.

Adheres to the principals, practices, and standards of the Joint Commission, Health Insurance Portability and Accountability Act of 1996 (HIPPA), and Mobile County Health Department policies and procedures.

Maintains databases, documentation, and records on the FIMR Program.

Researches grant opportunities and participates with grant writing.

Participates in educational conferences and state meetings as required.

Travels to different locations to plan, oversee, monitor, and conduct program activities.

Performs other duties as assigned.


Important Information

DISTINGUISHING FEATURES OF THE WORK:
An employee in this class is responsible for organizing and directing the administration of a Fetal and Infant Mortality Review Program by monitoring and collecting data, performing statistical analysis, reporting findings, conducting home visits, developing and conducting educational outreach programs, and making recommendation in order to reduce fetal and infant deaths. Work is performed through specific and general delegation by the Public Health Administrator or other designated supervisor with considerable latitude for the exercise of independent judgment in compliance with the general policies and procedures of the department. Supervision may be exercised over clerical personnel and administrative direction and coordination may be provided to other agencies, departments, and personnel.

MEDICAL EXAMINATION: Eligibles selected for appointment must meet the established medical and physical standards for the class of work. The medical examination must be by one of the physicians designated by the Personnel Board. Appointees must bear the cost of the examination.

A "Practice Test Seminar" is held in the Personnel Department Office, 1809 Government Street, Mobile, Alabama, at 9:00 a.m. on the third Wednesday of every month. The purpose of these seminars is to acquaint applicants or interested citizens with design format and procedures utilized by the department in its administration of written test selection devices. Inasmuch as testing facilities are limited, the seminars will be on a first come, first served basis, as long as space remains available.
