Academic Requirements: Bachelors Degree or post-secondary vocational or occupational training in related field
AND/OR
Three years progressively responsible experience working with commercial vehicles, power generators, engines and automatic/manual transfer switches.
An equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills and ability to successfully perform the essential functions of the job will be considered.

Work experience: Experience and knowledge in the proper functioning, coordination, operation, and management of fleet vehicles, generators, and associated equipment and supplies, including but not limited to over-the-road vehicles and trailers. Knowledge of DOT rules and regulations. Enhanced knowledge of related safety standards and practices.

Critical Action Items:
Fleet Management
1. Ensure fleet vehicles are operated in compliance with existing agency policies and procedures, and within the rules and regulations of governing authorities with a focus on the preservation of safety and security.
2. Serve as the Administrator for fleet management software system and stay abreast of updates/changes, new features, releases, and training opportunities.
3. Maintain electronic database of purchases, sales/disposals, transfers, registration, insurance cards, inspections and maintenance of fleet management.
4. Oversees corporate fuel purchasing program and the management usage of fuel cards.
5. Perform vehicle registration and insurance formalities and documentation regarding induction of new vehicles in existing fleet.
6. Plan, process and execute vehicle purchases, leases and disposals through efficient settlement.
7. Prepares bid specifications for new vehicles and equipment; inspects vehicles and equipment for quality prior to purchase.
8. Contribute financial input to improve budget accuracy as well as fleet reinvestment and asset retirement.
9. Coordinate with controlled entities and divisions to determine ongoing vehicle requirements to forecast and plan fleet purchases and/or reassignment.
10. Oversee records maintenance for inspections, warranties, licenses and registrations.
11. Monitors repair work as needed.
12. Inspects vehicle and equipment repairs periodically to maintain quality control and compliance with safety procedures.
13. Reviews reporting of all vehicle, passenger and employee accidents/incidents for determination of cause and preventability and identifying potential trends.
14. Manages the entity(s) compliance with state and federal regulations, such as, but not limited to; Federal Motor Carrier Safety Regulations, Department of Transportation Laws, State Trucking Regulations.

Generator Management
1. Serves as a resource to the other divisions and departments by consulting on generator questions and issues. Acts as liaison between staff and vendors for all generator service requests. Assures effective communication among vendors, contractors, department heads and other stakeholders. Conducts needs assessment and meets with personnel to assure needs are being met by proposed equipment and specifications. Communicates generator and related equipment status to staff and other affected groups, keeping all informed as to the progress of installation, removal, and/or work orders and of any developing problems, recommending alternative courses of action to mitigate such problems.
2. Perform diesel or gaseous engine troubleshooting to include but not limited to ignition components, injection systems, valve adjustments, transfer switches, etc.
3. Procure new generators and transfer switches as needed. Confirm specs needed based on power consumed.
4. Monitor weekly Omnimetrix reports from generator auto runs. Record run details then act on any concerns.
5. Review, evaluate and record information from quarterly inspections and as needed repair summaries.
6. Review all quotes and invoices for accuracy and reviews against warranties in place. Disperse and/or process as necessary.
7. Keep a database of all generators including equipment specs, maintenance history, outstanding issues, spend per unit as well as install date, warranty expiration dates, last test run, last run under load, load bank testing, etc. and all results found, actions taken, and actions pending.
8. Keeps calendar of when all maintenance and load bank testing should take place in addition to monitoring repairs approved. Works with vendors to ensure they stay on schedule.
9. Identify and implement cost and process improvements and standardization to continuously improve productivity and efficiency.
10. Perform load bank testing on generator(s) to ensure units are in the proper operating conditions and meet applicable code requirements.
11. Oversee install, start-up/commissioning on new generators and generator systems.
12. Anticipates outages when possible (upcoming weather events, planned utility outages, etc.) and provides guidance to on site POCs on steps to take to ensure equipment readiness.
13. Monitors individual generator project budget summaries assuring expenditures are within approved budget, tracking changes to the contract documents that may result in change orders. Makes recommendations to the VP of Property and Risk Management on change orders as necessary. Prepares generator budgets and assists with budget development, as requested. Monitors and ensures all requirements of related contracts are met. Prepares complete reports on time with supporting conclusions and recommendations.
14. Prepares written evaluations of vendor and/or contractor performance.
15. Completes periodic generator inspections to ensure compliance with local codes, permits and regulations as well as to address any poor performance, malfunctions or concerns for prompt repair. Communicates with other staff.
16. Develops assessment protocols and trains staff on conducting weekly reviews on generators and related equipment. Provides in person, onsite training as necessary and develops all related training materials.

Requirements:
1. Possess a valid driver’s license, work eligibility status and have a good driving record.
2. Must pass all background checks.
3. Advanced computer skills (including Word, Outlook, Excel).
4. Familiarity with standard power tools and equipment.
5. Previous experience with a fleet management and/or related asset tracking software system.
6. Possess working knowledge of OSHA and safety rules and regulations pertaining to property management and abide by same.
7. Ability to handle complex, critical tasks, requiring independent judgement.
8. Strong attention to detail and able to prioritize within strict guidelines.
9. Must possess a thorough understanding of finance and accounting.
10. Excellent communication and customer service skills.
11. Must be flexible and willing to answer calls and work outside of normal business hours.
12. Excellent interpersonal skills.
13. Time required to travel: 40% (site visits, training, and auditing required)
