Position Summary & Responsibilities:

Position Summary:

This position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of Multimodal Transportation. This position is responsible for planning, managing, directing, and administering the activities of, and programs administered by, the Freight and Rail Unit and coordinating efforts of Unit staff in assisting other units with projects (such as the KDOT Economic Development Program). Supervisory duties include giving full consideration to Agency policy and initiatives and both short-term and long-term Agency goals and objectives as they pertain to the safe and efficient movement of freight via rail and highway. Provides expertise and counsel to the Division of Multimodal Transportation and Innovation and Agency in the areas of: multimodal (rail, motor carrier, inland waterways, and intermodal and transload facilities) freight transportation issues; state and federal multimodal freight transportation legislative issues including bill analysis; public assistance on rail line abandonments and other issues before the Surface Transportation Board; addressing shipper concerns; coordination of both internal and external multimodal freight transportation research, data collection, and study activities; and passenger rail issues and activities. Administers the Rail Service Improvement Fund Program and the Short Line Rail Improvement Fund Program. Coordinates the development and growth of the Freight and Rail Unit. Works with other KDOT bureaus and units to better incorporate freight issues into the planning, programming, and design aspects of the Agency.

Qualifications:

Minimum Qualifications:

• Four years of experience in collecting, evaluating, studying or reporting on statistical, economic, fiscal/budget, legislative or administrative data. Education may be substituted for experience as determined relevant by the agency.

Education:

• Graduation from an accredited four-year college is preferred.

Preferred Qualifications:

• Three to five years of experience (public or private sector) related to rail and freight transportation operations and logistics as well as business disciplines such as budgeting, accounting, and program management.
• Two or more years of experience in research and analysis.
• Two or more years of writing and presentation experience.
• Experience using Microsoft Word, Excel, and PowerPoint software.
• Knowledge of the legislative process.
• Ability to work with individuals, as well as in group situations.

Licensing & Certification:

• Valid Driver’s License at time of appointment is required.
