Job Description Summary

The Govt Property Team Leader drives execution by the local government property program focals and government property operations leaders to deliver on functional, business, and broader company objectives. In this role you will be a player/coach who drives compliant, efficient, and timely delivery of govt property objectives, supports customer and internal audits, and drives process improvements. Your team members provide government property functional support to the business from the contracting process through final property closeout and disposition.
The successful candidate will lead their team to support GE’s program and contracting teams, planning and shop floor teams, engineering ops, and other support functions in the execution of government property compliance and management activities, while executing applicable business priorities.
Government Property is defined as special tooling, materials, equipment, special test equipment, and engine hardware that has been purchased, leased, or furnished by the government, or acquired for the specific purpose of fulfilling government contract requirements. Government Property does not include real estate, intellectual property, or software.

Job Description

Essential Responsibilities:

Lead the team by setting a personal example of Servant Leadership, maintaining the highest standards of personal integrity and ensuring a compliance-oriented and customer service mindset is at the core of team processes.

As a Player/Coach, assist the team in achieving commitments, including timely submittal of all required government reports and actions and operation of the government property disposal cribs

Support and drive full implementation of GE Govt property management system outcomes including activities such as acquisition, receiving, identification, movement, physical inventory, maintenance, loss reporting, utilization, declaration of excess, and contract closeout activities

Provide clear instruction to the business to maintain property accountability from initial contracting and acquisition through closeout and disposition of program property

Support and drive completion of and response to internal and external audits including root cause investigations and corrective action plan development and execution

Maintain effective working relationships and communications with site leadership, internal peers (shops/sites), regulators, customers, program managers, contract managers, and suppliers to seamlessly execute on the overall strategic objectives and activities of the organization

Perform Gemba walks regularly to understand processes (such as physical inventory, closeout, etc.), engage with internal and external customers, and support customer audits

Participate and contribute to tactical and strategic planning for the Government Property organization

Drive standard work development and implementation within the organization and business processes

Anticipate, identify, and resolve complex operational/process issues while working across organizational boundaries

Lead the analysis, requirement development, design, documentation, implementation, and maintenance of property management solutions

Drive conformity to Government property requirements, property management business standards, and industry practices

Act as a change agent for business processes relating to government property management.

Estimated 10% travel.

Qualifications/Requirements:

  • Bachelor's degree from an accredited university or college (or high school diploma/GED with 6 years' experience in commercial law).
  • Minimum of 5 years of related business experience in roles in manufacturing/supply chain, product support, customer support, R&D, quality, EH&S, contracts, asset or program management
  • Prior experience as a people leader
  • This role is restricted to U.S. persons (i.e., U.S. citizens, permanent residents, and other protected individuals under the Immigration and Naturalization Act, 8 U.S.C. 1324b(a)(3)) due to access to export-controlled technology. GE will require proof of status prior to employment. Any offer of employment is conditioned upon the successful completion of a background investigation and drug screen.

Desired Characteristics:

  • Experience in the Aerospace and/or Defense industry
  • Strong oral and written communication skills, strong interpersonal, leadership, and training skills
  • Demonstrated ability to deliver and support business objectives in operational environments (supply chain, engineering, etc.)
  • Demonstrated ability to anticipate, identify, and resolve complex operational/process issues and work across organizational boundaries.
  • Knowledge of lean process improvement and application of change acceleration techniques, attention to detail and process oriented
  • Ability to prioritize activities, and demonstrate initiative to follow-through to completion
  • Proficiency with MS Office Suite of products and aptitude to learn additional software tools as needed.
  • Basic understanding of manufacturing operations and contracting/program management organizations including interrelated support systems including Sourcing, Planning, Engineering and Quality
  • Working knowledge of disposal of Government property including demilitarization requirements or aptitude to learn
  • Knowledge of US Government Procurement or Property regulations or aptitude to learn
  • National Property Management Association (NPMA) CPPS, CPPA, or CPPM certification is valued.
