Description

The purpose of this position is to assist with the coordination of grant applications across all City departments and assist in implementation of grants for Community Development projects. Searches available grant opportunities for the City and compiles a grant opportunities list for departments; Creates a repository of commonly required application documents; coordinates meetings with other departments to review grant requirements; follows up with relevant staff on submission of information to be compiled into the application, completing due diligence for grant awards; receives and coordinates hand off to relevant department; performs grant implementation for community development grants; research and evaluate best practices to improve grant submission outcomes. May assist grants division staff in other activities.

Examples of Duties

Search for Eligible Grant Opportunities: Search and review grant opportunities for the City of Peoria from federal, state and other sources. Attend webinars regarding grant opportunities and processes for applications. Create and maintain grant opportunities list t of potential opportunities. Create repository of commonly needed grant application documents and ensure state and federal basic requirements are completed.

Coordinate City Grant Applications: Coordinate meetings regarding information needed from other departments to complete applications by setting deadlines, following up with relevant staff, and compiling information for grant opportunities. Assist in coordinating public outreach events as needed. Submit grant applications on behalf of the City and provide updates on the status of grant submissions. If awarded, assist in completing due diligence items for the grants by coordinating with implementing department and communicate the hand off the grant to the implementing department. If not awarded, follow instructions to obtain feedback on application for improvements for the next application.

Grants Administration: Assists Community Development Grants Division staff with implementation of state and federal grants through financial management of the grants to include reviewing eligible costs, cost reasonableness, and reimbursement requests of pass-through grants; prepares financial and programmatic grant reports, ensuring that all state or federal eligibility requirements of the grant are followed; reviews applications for rehab or other City programs to ensure all required documentation is provided and calculates income eligibility if applicable.

Best Practices and Program Evaluation: Assists in researching best practices for program implementation of Community Development programs for competitive grant applications. Conducts research for required policies and procedures for Community Development grants. Evaluate programs and internal processes to suggest improvements to grants management division staff.


Minimum Qualifications

Bachelor’s degree from an accredited four-year college or university in Public Administration, Economics, Business Administration, Communications, Social Work, Political Science, or related field; and one to three years progressively responsible related experience required. Any equivalent combination of education, training, and experience, which provides the required knowledge, skills, and abilities to perform the essential functions of the job, considered.

Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.

This job title does research for documents, compiles data for computer entry, and/or enters or oversees data entry. Has responsibility for monitoring budget/fiscal expenditures (typically non-discretionary expenditures) for a work unit of less than department size (programs, activities, projects or small organizational units) or responsibility for fiscal management of capital project(s). May recommend budget allocations.

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Intermediate - Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Advanced - Ability to write editorials, journals, speeches, manuals, or critiques. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.


PENSION PROGRAM: Illinois Municipal Retirement Fund (IMRF): Ten years required for vesting. IMRF Death Benefit – Annual Salary after 1 year's service. IMRF Disability Benefit – 50% of Salary up to 30 months after 1 year's service.

VACATION: No Vacation in first year of employment. Earn 6.67 hours per month.

1st Year of Service - 2 Weeks paid Vacation (Earned Monthly)
After 1 year of Service - 1 additional day earned per year up to 4 weeks

Employees can 'Roll Over' 1 year's plus 1 week vacation accrual from year to year. Credit may be given to new hires for prior government service for accruals.
SICK LEAVE: 6.67 hours per month earned. No limit on total days accumulated. Limit of 120 days paid out upon termination. (Percentage of Career Salary)
PERSONAL LEAVE: Earn 2.67 hours per month.

In First Year of Service - Accrued monthly, up to 4 days per year
2 to 5 Years of Service - 4 days per year
5 Years and Over - 5 days per year

HOLIDAYS: 10 Paid Holidays per year.
MEDICAL/DENTAL INSURANCE: Coverage effective first day of the next month following completion of one calendar month of employment. Members may opt out of the City's insurance program with proof of other coverage – coverage for dependents is optional. The City of Peoria Health Insurance offers two (2) plan options for coverage. Bi-weekly premiums for employees depend on which plan is selected. On your hire date, you will meet with City's Patient Advocate to receive detailed information on the plans and the appropriate premium cost. Depending on plan selection, you can enroll in the Flexible Spending Program (FSA) or Health Savings Account (HSA).

RESIDENCY: You are required to establish residency with Peoria city limits within one year of employment. However, if you choose to waive the requirement, you must live within a twenty (20) mile radius of City Hall and give up 2% of your base pay for five (5) years. You will need to complete a Waiver of Residency form in the Human Resources Department.
