Purpose when assigned to Grants:
The primary purpose of this job is to develop alternative funding resources through partnerships, sponsorships, and grants. Duties and responsibilities include, but are not limited to: development of alternative funding sources; researching and applying for federal, state, and local grant funding opportunities; collecting and reporting on program data; administering awarded grants and providing reports as needed; managing qualitative and quantitative data for grants; developing SPLOST and TSPLOST proposals for funding; tracking donations and related expenditures; and performing additional tasks as assigned.
Job Related Requirements
Work Schedule: Normally Mon-Fri 8am-5pm Works as needed on weekends and evenings with community group meetings, special events/programs, and projects such as public input.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy
Bachelor’s degree in a recreational or financial field such as Recreation, Public Administration or a related discipline and three years of experience in Alternative funding, Grants or related experience or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Must possess a valid driver's license.
Ability to obtain First Aid and CPR certifications within the first six months of hire.
Certification as a grant writer is preferred.
The following duties are normal for this job. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.
Develops, promotes, and implements grants, alliances, partnerships, sponsorships, and fund-raising campaigns.
Identifies federal, state, local, and private funding opportunities and develops grant applications to secure additional resources for continuous support of Leisure Services programming, operations, and capital projects; advises Director in grant pursuits.
Writes high-quality grant proposal narratives, budgets, applications, contracts, communications, performance reports, and supporting documents in collaboration with Leisure Services staff and appropriate external stakeholders.
Coordinates the application submittals and mandatory reporting for grant-funded programs and assures the program activities and procedures are in compliance with state and Federal rules and regulations and ACCGov policies and procedures.
Handles administration of grant contracts, reporting, budgets, and data collection. Develops summary reports and recommendations to Director, Managers, and Mayor and Commission as needed.
Works with staff, community partners, and SPLOST management team to develop funding strategies and proposals for SPLOST and TSPLOST projects.
Coordinates the collection and analysis of appropriate data; uses qualitative and quantitative data to develop strategies to assess programs and services; assures program activities are in compliance with state, federal, and local rules and regulations
Writes agenda reports as assigned, prepares and presents materials to Mayor and Commission as required. Advises on grant program issues, negotiations, and procedures; provides assistance and technical information to ACCGov staff, and explains grant program rules, regulations, policies, and procedures.
Manages the collection of donations and tracks related expenditures; works with staff on donation opportunities and assures donor recognition is completed in a consistent and equitable manner.
Maintains community outreach partnerships and attempts to establish new ones as they relate to sponsorships and donors for Leisure Services activities.
Attends meetings on evenings and weekends as needed for community groups, special events, and related projects.
Performs special projects and duties as assigned by the Director.
Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the principles, practices, organizational structure, and policies and procedures of the Athens-Clarke County Government, the operations and functions of the Leisure Services Department, and state and local ordinances as necessary in the completion of daily responsibilities.
Knowledge and skill in the use of office equipment, and various software programs such as word processing, spreadsheet, and database programs, and others as necessary to perform assigned duties
Knowledge of terminology used in the department and how to develop and keep abreast of any changes in policy, methods, operations, etc. as they pertain to the duties of the assignment.
Knowledge of funding and development resources, donations, alliance building, partnership development, sponsorship acquisition, nonprofit organizations, and community resources.
Knowledge of recreational practices, policy development, fund raising and campaign development, marketing, and grant writing.
Ability to effectively communicate and interact with co-workers, management, other employees, members of the general public and all other groups involved in the activities of the AthensClarke County Government as they relate to financial and other matters of the Leisure Services Department.
Ability to use independent judgment and discretion including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
Ability to assemble information and make written reports, documents, policies, proposals and procedures in a concise, clear and effective manner.
Ability to develop, comprehend, interpret, and apply regulations, procedures, and related information.
Ability to handle the required mathematical calculations using statistical data.
Ability to use computers and software packages related to performance of duties.
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, copier, scanner, and fax. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to twenty pounds of force occasionally and/or up to ten pounds of force frequently. Physical demand requirements are at levels of those for light work.

Requires the ability to prepare reports, proposals, articles, notices, letters, memos and miscellaneous documents using prescribed formats and conforming to all rules of punctuation, grammar, diction, and styles. Requires the ability to speak to people and groups of people with poise, voice control, and confidence.
INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques? to acquire and be able to expound on knowledge of topics related to primary occupation? and to make independent judgment in the absence of management.
VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative, technical or professional languages including legal terminology.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas? add and subtract totals? multiply and divide? utilize determine percentages? interpret graphs? and perform statistical calculations.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with a computer, copier, and fax.
MOTOR COORDINATION: May require the ability to coordinate hands, fingers, and eyes accurately in using office equipment. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as a telephone, computer, scanner, and fax machine. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
COLOR DISCRIMINATION: May require the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone.
