NATURE OF WORK:

The Town of Stonington is seeking a driven, organized, candidate for an exciting new position. This person will primarily be responsible for working across Town Departments to identify, apply and administer grants that will support ongoing and future work within the Town of Stonington. This position will also fulfil the role of Floodplain Manager.

SUPERVISION RECEIVED:

This position will reside within the Planning and Zoning Department, reporting to the Town Planner. This position will work closely with the First Selectman and various Department Heads.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS:

Grant Management:

  • Conducts research to identify and apply for grants related to existing and future needs in the community.
  • Works in close coordination with different departments to determine which programs/projects could be funded through grants. This will require a strong understanding of the scope of various municipal projects and goals, as well as proactive searching for suitable grants across a wide spectrum of municipal needs.
  • Prepares grant applications and proposals for submission; including writing, reviewing and editing grant applications and proposals.
  • If successful in obtaining grants, this position will also be the lead for grant administration work for the life of the grants, partnering with Town departments and interacting with federal, state and local agencies to ensure that grant projects comply with program guidelines for expenditure, funding, reporting, oversight and accountability.
  • Coordinates and participates in related board/commission meetings related to grant needs and applications.
  • Develop and manage a short and long-term plan/calendar for available grants.
  • Performs related work as required.

Floodplain Management:

  • As the Town’s in-house Floodplain Manager, this position would assume all duties and responsibilities related to this role.
  • In partnership with other Town departments, coordinate the Community Rating System (CRS) program and documentation for the Town so the Town maintains participation and compliance with the Program.
  • Update the Town Flood Information Newsletter
  • If the person is not yet a certified Floodplain Manager, they would need to take all required certification courses and pass an exam within the first year on the job. While learning the role of Floodplain Manger, it is important to know the Town currently has a consultant working in this capacity who would stay on to assist in this transition.
  • Performs related work as required.

REQUIREMENTS OF WORK:

Education, Experience and Training:

The education, experience and training required would generally be acquired with a Bachelor’s Degree in Planning, Environmental Science, Sustainable Business, Engineering, Public Administration, Communication, Nonprofit Management, Finance or related field or relevant professional experience. A combination of education and experience that clearly demonstrates the ability to perform the duties and responsibilities of this position will be considered.

Knowledge, Skills and Ability:

  • Experience with grant writing preferred, as is some experience with municipal work.
  • A certified Floodplain Manager is desired, but the Town is also willing to work with the right candidate to support them in taking the classes and testing required to become certified.
  • Strong verbal, written, and presentation skills
  • Attention to detail and ability to handle multiple tasks
  • Strong organizational and project management skills
  • Considerable interpersonal skills to establish and maintain effective and courteous working relationships with Town and public officials, Town departments and agencies, co-workers and volunteers, and with businesses, residents, and members of the general public, and to respond to inquiries and/or complaints from the same
  • Requires the ability to read, analyze and interpret complex contractual, financial and grant documents
  • Proficiency with computer software applications for project management
  • Energy, creativity, and entrepreneurship
  • Ability to exercise good judgement and focus on detail as required by the job
  • Ability to work outside of normal business hours as necessitated by the position (i.e., evening meetings). This is a highly responsible, professional and administrative work and as such is expressly exempted by the Fair Labor Standards Act and related state laws from the requirement of paid overtime).

Criminal background and driving record required prior to employment.

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess and maintain a valid Motor Vehicle Operator’s license.

Preferences given to a CT Certified Floodplain Manager.

PHYSICAL DEMANDS:

The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job the employee is regularly required to: talk and hear. The employee is frequently required to stand, walk, sit, use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to climb or balance and stoop, crouch or crawl. The employee must frequently lift and /or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision and depth perception. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. The employee must be able to hear normal sounds with the presence of background noise, as in hearing using a telephone. The employee is occasionally required to attend off-site meetings and conferences.

The noise level in the work environment is usually quiet while in the office and quiet to extremely loud depending on the task or equipment being used in the field.

Employee must be free from mental and physical disorders which would interfere with performance duties as described, and have the mental capacity to handle stressful situations.

While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. Most job requirements are performed indoors, in an office or meeting room environment. The noise level in the work environment is usually moderate. The employee will regularly operate typical business equipment, including computer hardware.
