AttainX is searching for a dynamic and talented Grants Management Analyst to join our team supporting our client in Washington, DC.
Qualifications and Education Requirements:
- Bachelor’s degree in Public Administration and Service or related discipline. Master’s degree or above highly preferred.
- At least 3 years’ experience in establishing and leading programs in the agriculture sector.
- Experience working with career program leaders to obtain administration objectives and policy goals.
- Ability to lead, manage and advise stakeholders on USDA Rural Development’s grant initiatives and priority policy issues.
- Background and experience drafting and interpreting legislation, program, policy and other administrative documents.
- Must have analytical mindset, in-depth knowledge of business processes to review and analyze requirements, estimating costs and establishing processes and system protocols.
- Must have excellent written and verbal communication skills.
- Proficient in the use of computer applications, such as Salesforce, SharePoint, Oracle Database and Microsoft Office.
- Support USDA Rural Development’s Rural Placemaking Innovation Challenge (RPIC) grant initiatives to help eligible entities through planning support, technical assistance, and training to foster placemaking activities in rural communities.
- Participates in and contributes to the development of funding announcements, federal register notices, application and application review guides.
- Assist in the creation of a grants management policies and procedures manual for the RPIC program.
- Manage post award activities on all active cooperative agreements, including assisting grantees with post award changes i.e., work plan, budget, no cost extension, etc.
- Assist in tracking the performance of the grantee and monitoring that grantee follows the rules and laws related to the program.
- Work with stakeholders on USDA Rural Development’s grant initiatives and priority policy issues.
- Analyze requirements, business processes, estimate costs and make recommendations for improvement based on industry trends and professional business knowledge.
- Report common patterns, questions, and other issues and identify effective solutions.
- Create and present reports, prepare well-documented functional specifications to support recommendations.
- Establish specifications for new projects by developing project goals, phases, and budgets
- Participate in design discussions and ensure required functional specifications are delivered.
